KOORDINASI KERJA LINTAS SEKTORAL TIM PEMBINA KOTA SEHAT PADA PROGRAM KOTA SEHAT KOTA YOGYAKARTA

2012 | Tesis | S2 Kesehatan Masyarakat/MMPKLatar belakang : Koordinasi lintas sektor dan strategi merupakan elemen pokok sistem manaJemen pelaksanaan program kota sehat melalui SK Walikota Nomor 314/Kep/2010 tentang Tim Pembina Kota Sehat (TPKS) Kota Yogyakarta sebagai implementasi Peraturan bersama Menteri Dalam Negeri dan Menteri Kesehatan Nomor : 34 Tahun 2005 dan Nomor : 1138/ Menkes/ PB/VIII/2005 tentang Pedoman Penyelenggaraan Kabupaten / Kota Sehat. Penghargaan program kota sehat Swasti Saba Wistara diraih tahun 2007, 2009 dan 2011di Kota Yogyakarta atas peran Forum Kota Sehat bersama tim Pembina Kota Sehat bagian implementasi koordinasi. Bagaimana koordinasi dan meningkatkan strategi TPKS pada program kota sehat. Tujuan : Mengeksplorasi dan mengidentifikasi pelaksanaan mekanisme koordinasi dan strategi program kota sehat pada Tim Pembina Kota Sehat Kota Yogyakarta. Metode Penelitian : Jenis penelitian deskriptif kualitatif dengan rancangan studi kasus. Subyek penelitian Walikota ,Asisten Pemerintahan, Penanggungjawab tatanan dan anggota TPKS, serta anggota forum kota sehat. Instrumen yang digunakan pedoman wawancara mendalam berupa pertanyaan terbuka yang dilengkapi dengan bukti-bukti seperti Surat Keputusan Walikota tentang TPKS Kota Yogyakarta dan Pedoman Penyelenggaraan Kabupaten/ Kota Sehat Hasil : Pelaksanaan program kota sehat di Kota Yogyakarta pada penelitian ini melalui unsur status kota sehat, keterlibatan stakeholder dan fungsi governance yang dikaitkan mekanisme koordinasi yang meliputi penyesuaian bersama, pengawasan langsung dan standardisasi proses. Status kota sehat mencapai penghargaan Swasti Saba Wistara dengan menyelenggarakan 7 tatanan kota sehat, Forum Kota Sehat (FKS) menunjukkan bahwa kehadiran forum yang terdiri dari komunitas, elemen masyarakat kota mampu menjadi tulangpunggung dan mengambil peran kegiatan kota sehat, fungsi governance menunjukkan kehadiran Tim Pembina Kota Sehat (TPKS) yang bersifat lintas sektoral mampu menjadi wadah koordinasi dan kerjasama sektoral, mekanisme pengawasan langsung merupakan faktor dominan dalam keberhasilan program kota sehat. Kesimpulan : Program kota sehat perlu leadership dan komitmen governance dan dukungan stakeholder dengan upaya system management melalui pembentukan unit pelaksana teknis (UPT), memperbaiki struktur Tim Pembina Kota Sehat (TPKS), pembiayaan masing-masing penanggungjawab tatanan kota sehat dalam perencanaan rencana kegiatan anggaran (RKA).
Background: Cross-sector coordination is an essential element in the implementation management system of Healthy City Program, which had been maintained in the Mayor’s Decree No. 314/Kep/2010 on Healthy City Advisory team (TPKS) of Yogyakarta as an implementation of Common Regulation of the Minister of Domestic Affairs and the Minister of Health No. 34/2005 and No. 1138/ Menkes/ PB/VIII/2005 on the Guideline for implementation of Healthy District/City. Yogyakarta won Swasti Saba Wistara – an appreciation from Healthy City Program, in 2007, 2009, and 2011. The appreciation had been attributable to the role of Healthy City Forum and Healthy City Advisory team as a part of coordination in the implementation of the program. The research focuses on the coordination and the strategy of Healthy City Advisory team (TPKS) strategies in Healthy City Program. Objective: To explore and to identify the implementation of coordinative mechanism and the strategies of Healthy City Advisory team of Yogyakarta for the Healthy City Program. Method: A qualitative descriptive study was conducted with case study design. Subjects of the study were the Mayor, Assistant of Governance Affair at the Municipal Government of Yogyakarta, coordinators and members of Healthy City Advisory team (TPKS), and the members of Healthy City Forum. Instruments used in the study included open questions along with the evidence, including Mayor’s Decree on Healthy City Advisory team of Yogyakarta and the Guideline for the Implementation of Healthy District/City. Result: The implementation of Healthy City Program in Yogyakarta was studied through the elements of healthy city status, stakeholders’ participation, and governance function related to the coordinative mechanism, including common adjustment, direct supervision, and process standardization. When it comes to the status as a healthy city, Yogyakarta won Swasti Saba Wistara appreciation by implementing 7 orders of healthy city. Healthy City Forum (FKS) showed that the forum, that consisted of community, society elements, served as the mainstay in the healthy city program. Governance function showed that the Healthy City Advisory team (TPKS) – a cross-sector team – served as a coordination forum and cross-sector collaboration. Mechanism of direct supervision was a dominant factor in the success of healthy city program. Conclusion: City program wells necessary leadership and commitment governance and support stakeholder with efforts system management pass The Municipal Government of Yogyakarta can establish an institution of Technical Executive Unit (UPT), repairing Healthy City Advisory team (TPKS) structure wells, funding factor refers to planning and allocation of fund for healthy city program through Budget Work Plan (RKA).
