PERSEPSI PIMPINAN PENYELENGGARA PENDIDIKAN DIPLOMA III KEPERAWATAN SWASTA TERHADAP SISTEM REGULASI PENDIDIKAN TENAGA KESEHATAN DI PROVINSI JAWA TENGAH

Latar belakang : Proses pendidikan merupakan sistem yang terintergrasi dilakukan secara berkesinambungan dan menyeluruh menyangkut aspek input, process dan output (Depdiknas, 2005), demikian juga pembinaan yang dilakukan oleh Kementerian Kesehatan melalui dinas Kesehatan Provinsi Jawa Tengah ini bersifat “ wajib “, pada aspek input yaitu dengan mengatur pada proses penerimaan mahasiswa baru, Pada aspek proces pengaturan yang dilakukan meliputi proses pembelajaran, pengunaan kurikulum, standar ujian akhir program, pelanggaran dan saksi bagi peserta didik, sementara dalam aspek outcome pengaturan yang dilakukan adalah pada pelaksanaan wisuda, penggunaan ijasah yang diterbitkan oleh Kementerian Kesehatan. Menyikapi prinsip bahwa perguruan tinggi memiliki otonomi untuk mengelola sendiri lembaganya sebagai pusat penyelenggaraan Direktorat Perguruan Tinggi, institusi Program Diploma III Keperawatan yang berada di Jawa Tengah mengalami kebingungan, satu sisi mempunyai kewenangan untuk mengatur institusinya sendiri dengan pembinaan Direktorat Perguruan Tinggi Kementerian Pendidikan Nasional, dilain hal harus melaksanakan pembinaan yang dilakukan oleh Kementerian Kesehatan melalui Dinas Kesehatan Provinsi Jawa Tengah, Tujuan : Mengetahui persepsi atau sudut pandang pimpinan penyelenggaranprogram diploma III keperawatan swasta di Jawa Tengah terhadap pembinaan yang dilakukan oleh Dinas Kesehatan Provinsi Jawa Tengah Metode : Penelitian ini adalah penelitian jenis studi kasus dengan analisa kualitatif. Subyek atau reponden penelitian adalah pimpinan penyelenggara pendidikan program diploma III keperawatan yaitu dekan untuk pimpinan institusi dibawah universitas, ketua untuk pimpinan insitusi dibawah sekolah tinggi, dan direktur bagi pimpinan akademi keperawatan. Lokasi penelitian adalah diploma III keperawatan (akademi kepreawatan ) di Jawa Tengah. Kesimpulan : Pembinaan yang dilaksanakan oleh kementerian kesehatan yang dilaksanakan oleh Badan Pengembangan Dan Pemberdayaan Sumber Daya Kesehatan melalui Dinas Kesehatan Provinsi Jawa tengah masih memungkinkan dilaksanakan terutama pada aspek process yaitu penerapan kurikulum. Kurikulum dapat diperbaharui dengan memasukkan prgram-program kesehatan yang ada pada Kementerian Kesehatan sekarang ini, sehingga kemandirian penyelenggara program diploma III keperawatan dapat terlaksana tanpa mengesampingkan mutu calon tenaga kesehatan.

Background: The process of education is a system that is integrated and done continuously and thorough concerning aspects of input, process and output (Depdiknas, 2005), as well as a guidance conducted by the Ministry of Health through the Central Java Provincial Health Office is to be \"obligatory\". The input aspect is to regulate the process of admission for new students. The process aspect includes the learning process, the use of curriculum, standard of final test, the reward and punishment for student, while the outcome aspect involves the graduation ceremony and the use of certificate issued by the Ministry of Health. Responding to the principle that universities have the autonomy to manage their own agency as a central organization of the Directorate of Higher Education, Diploma III Nursing institutions located in Central Java are confused, one side they have the power to regulate their own institutions with the development of Higher Education Directorate of the Ministry of National Education, on the other hand, they should implement the guidance carried out by the Ministry of Health through the Central Java Provincial Health Office. Purpose: To know the perception or point of view of the leader of Diploma III Private Nursing Program in Central Java towards the guidance that is conducted by the Central Java Provincial Health Office Methods: This study is a research case study with qualitative analysis. The subjects or respondents of this research is the leader of Diploma III Nursing Program, they are the dean for the leader of university, the head for the college, and the director for the nursing academy. This study is held in Diploma III Nursing Program (nursing academy) which is located Central Java Conclusion: The guidance which is undertaken by the Ministry of Health and conducted by the Agency for Development and Empowerment of Health Resources through Central Java Provincial Health Office is still possible to be carried out primarily on the process aspect of implementation curriculum. The curriculum can be renewed by comprising the health programs that exist at the Health Ministry today. So, the autonomy of organizer of Diploma III Nursing Program can be accomplished without compromising the quality of manpower health candidates.
