PELIBATAN MASYARAKAT, DILEMA DALAM IMPLEMENTASI PROGRAM REDD+ DI SULAWESI TENGAH

REDD+ (reducing emissions from deforestation and forest degradation) is a global scheme to respon the climate change in the world. Targets of this scheme are developing countries that have tropical forest area, so that absorb emission from industrial countries. The prerequisite for this program is to involve peoples in REDD+ institution so people be able to guard this program. In Sulawesi Tengah, the idea to involve peoples implemented by build a REDD+ working group that consist of 6 elements, from goverments, NGOs, people organisation, private sector, indigenous people, and women group. This research reveals that the idea to involve people did not work. The decision to implement REDD+ program is still government interest. The decision of implementation become government legitimation to take control of the forest in Sulawesi Tengah. The failure of involving people caused by no communication and no trust between the peoples and frictions between them become sharper in this program. They also tried to show their existence and their interest, and they couldn’t represent people needs. This condition showed by their unability to understand the grassroot live that have been involved in global market. They think that indigenous people are isolated and pure people, but in contrast actually people started to get new life through the dream of modern living. The policy in forest conservation not match with people necessary that now need more land to be their mode of production. This research is qualitative research, data found by participation observation. The interview is also considered as the crucial factor to support the required data in the research. It is also used as the secondary data referred to the linked literature.
