EVALUASI KEMAMPUAN DETEKSI DAN CEGAH DINI SATUAN KORAMIL DALAM MENCEGAH AKSI TERORISME (STUDI DI KORAMIL 06/ KELAPA GADING DIM-0502/JU)

2012 | Tesis | S2 Ketahanan NasionalDalam penulisan Tesis ini mempunyai tujuan untuk evaluasi kemampuan deteksi dan cegah dini satuan koramil 06/Kelapa Gading dalam mencegah Teroris, mengkaji kendala apa yang dihadapi Satuan koramil dalam upaya pencegahan Teroris di wilayah kelapa gading, dan menentukan upaya apa untuk mengoptimalkan satuan Koramil dalam pencegahan teroris. Penelitian ini dilakukan dengan pendekatan kualitatif yakni studi kepustakaan, dengan melalukan observasi dan wawancara dalam rangka pengumpulan data primer, selain itu data-data sekunder yakni buku-buku, jurnal, makalah dan sumber-sumber lainnya juga menjadi bahan analisis penulis. Satuan Koramil 06/Kelapa Gading tidak mempunyai program kerja satuan yang khusus untuk mengatasi dan atau menindak teroris, yang ada program kerja satuan Binkomsos, Bintawil dan Binbakti TNI yang pelaksanaannya saat ini berjalan cukup baik dan mampu menciptakan wilayah binaanya tercipta suasana kondusif, saling pengertian, toleransi beragama, saling bantu dan meningkatnya ketahanan wilayah dengan menumbuhkan kesadaran bela negara, serta tumbuhnya sikap tanggap dan waspada masyarakat terhadap kemungkinan munculnya potensi ancaman melalui upaya pencegahan. Dengan program tersebut tidak memberikan peluang adanya Teroris di Kelapa Gading karena pada dasarnya timbulnya Teroris berawal dari masyarakat. kendala yang ada meliputi, kemampuan sumber daya manusia yang saat ini rata rata pendidikan formalnya SMA, sarana dan prasarana yang ada saat ini masih belum tersedia seperti rumah dinas dan kendaraan sudah ketinggalan jaman. Optimalisasi satuan Koramil 06/Kelapa Gading dilakukan meningkatkan Sumber Daya Manusia melalui, belajar menjadi Public relation untuk dapat berkomunikasi dua arah dengan pembahaman Tehnologi informatika agar dapat komunikasi, meningkatkan kemampuan Intelejen, melaksanakan Pembinaan Mental, membina kemampuan Jasmani Personil, membangun Markas yang Familiar, pembatasan usia yang menjadi awak koramil agar diperoleh anggota Koramil 06/Kelapa gading yang Militan dan membangun sentral informasi.
This thesis had the aim for the evaluation of detection capacity and prevented early warning for the unit Koramil 06/Kelapa Gading in preventing the terrorist, studied the hindrance what was dealt with by the Unit Koramil (the Military sector command) towards the prevention of the terrorist in the Kelapa Gading territory, and determined efforts what to maximize the Koramil unit in the prevention of the terrorist. This research was carried out with the qualitative approach namely the study of the bibliography, by passing by observation and the interview in the primary dat collection, moreover the secondary data namely books, the journal, paper and other sources also became the analysis material of the write. The unit of Koramil 06/Kelapa Gading did not have the work program of the unit that was special to overcome and or take action against the terrorist, available the work program of the social communication development (Binkomsos) unit, building the area defenses (Bintawil) and coaching services by TNI (Binbhakti TNI), that his implementation at this time went was good enough and could crete the territory, was created the conducive atmosphere, mutual understanding, religious tolerance, helped each other and the increase in territory endurance by cultivating the awareness defended the country, as the growth of the perceptive attitude and was on the alert the community towards the possibility of the potential emergence for the threat through prevention efforts. With this program did give the existence opportunity of the terrorist in Kelapa Gading because basically the terorist’s emergence strated from society. The available hindrance covered, the human resources capacity that at this time was level his formal education the Senior High School, means and the available infrastructure at this time were still not available as the service house and the vehicle have been left behind the time. The optimization of the unit of Koramil 06/Kelapa Gading were done increased human resources through, learned to become Public Relation to be able to communicate two directions with the understanding of the information technology so that could communication, increased the intelligent capacity of the personnel’s Body, built the Post that Familiar, the restriction on the age that became the crew member Koramil in order to be received by the member Koramil 06/Kelapa Gading that the Militant and built the centre of knowledge information.
