PARTISIPASI ANGGOTA KELOMPOKTANI DALAM MENUNJANG EFEKTIVITAS GAPOKTAN PADA KEGIATAN PENGUATAN LEMBAGA DISTRIBUSI PANGAN MASYARAKAT DI KABUPATEN BOGOR

Penelitian ini bertujuan untuk mengetahui: tingkat partisipasi anggota Gapoktan penerima Kegiatan Penguatan-LDPM, faktor-faktor yang mempengaruhi partisipasi anggota Gapoktan dalam Kegiatan Penguatan-LDPM, hubungan antar faktor yang saling berpengaruh terhadap partisipasi anggota Gapoktan pada Kegiatan Penguatan-LDPM, pengaruh partisipasi anggota Gapoktan terhadap efektivitas Gapoktan pada Kegiatan Penguatan-LDPM, dan efektivitas Gapoktan dilihat dari aspek pengembangan kelembagaan Gapoktan. Penelitian dilakukan di Kabupaten Bogor, Jawa Barat dengan menggunakan metode penelitian kombinasi kualitatif dan kuantitatif (mixed methods) dengan jumlah sampel sebanyak 91 responden dengan teknik proportionate stratified random sampling dan 15 informan secara purposive. Hasil penelitian menunjukkan bahwa tingkat partisipasi anggota Gapoktan pada Kegiatan Penguatan-LDPM adalah rendah. Faktor-faktor yang signifikan berpengaruh terhadap partisipasi anggota Gapoktan pada Kegiatan Penguatan-LDPM adalah usia, pendapatan, motivasi, dan intensitas menerima sosialisasi kegiatan, sedangkan faktor-faktor yang tidak signifikan adalah peranan penyuluh, kepemimpinan Gapoktan, dan Kepemimpinan Kelompoktani. Terkait dengan efektivitas Gapoktan yang dilihat dari proses mencapai tujuan, partisipasi anggota Gapoktan pada Kegiatan Penguatan-LDPM berpengaruh positif terhadap efektivitas Gapoktan. Sedangkan dari sisi efektivitas pengembangan kelembagaan, efektivitas Gapoktan masih belum optimal yang disebabkan karena antara lain: Gapoktan penerima kegiatan Penguatan-LDPM adalah kelanjutan dari kegiatan sebelumnya yang belum dievaluasi lebih maksimal baik oleh tim teknis kabupaten dan penyuluh, Ketua Gapoktan jarang melakukan sosialisasi kegiatan sehingga informasi kegiatan tidak seluruh anggota dapat menerima, partisipasi dan kekompakan anggota kelompoktani dalam kegiatan Penguatan-LDPM masih relatif rendah, ini tercermin dari tingkat kehadiran anggota dalam rapat pelaksanaan kegiatan rendah, dan minimnya sumber daya manusia yang ingin mengelola Gapoktan.

The objectives of this study are to determine: the member’s participation level of a Farmer Group Association (Gapoktan) that received the Food Community Distribution Institution program (Penguatan-LDPM), the factors affecting the member’s participation in the program, the relationship between the various factors that affect the participation of members in the program the influence of member’s participation in the effectiveness of the association toward the program, and the association’s effectiveness from the Gapoktan institutional development aspects. The study was conducted in Bogor regency, West Java Province, using the qualitative support quantitative method (mixed method). The total samples were 91 respondents and 15 informants. The respondents and the informants were sampled using proportionate stratified random sampling and purposive techniques respectively. The results showed that the level of farmer participation in the program was low. The factors that significantly affected farmer participation are age, income, motivation, and the intensity receiving socialization activities. The factors that were not significant are the role of extension workers, Gapoktan Leadership, and farmer group (Kelompoktani) Leadership. Furthermore, the member’s participation seemed to have a positive impact on the effectiveness of the association. However, the effectiveness from the aspect of institutional development was not optimal due to: the absence of the program evaluation, the lack of information received by Gapoktan members, the lack in participation and cohesiveness among Gapoktan members, the lack of member’s involvement in the program, and the lack of human resources to manage the Gapoktan.
