RESPON MASYARAKAT TERHADAP PEMBANGUNAN PEMBANGKIT LISTRIK TENAGA DIESEL DI KECAMATAN LEA-LEA KOTA BAUBAU

Pemerintah Kota Baubau dalam memenuhi kebutuhan energi listrik masyarakat didukung oleh PLN dan swasta membangun beberapa unit Pembangkit Listrik Tenaga Diesel (PLTD) di Kelurahan Kolese, Kecamatan Lea-Lea dengan total kapasitas 8 Mega Watt, karena pembangkit yang tersedia sekarang tidak mampu lagi memenuhi kebutuhan listrik masyarakat. Pembangunan PLTD Kolese adalah sebagai salah satu cara untuk memenuhi kebutuhan listrik masyarakat di Kecamatan Lea-Lea. Penelitian ini bertujuan untuk mengkaji persepsi dan partisipasi masyarakat terhadap pembangunan PLTD Kolese, faktor yang mempengaruhi persepsi masyarakat terhadap pembangunan PLTD Kolese dan faktor yang mempengaruhi partisipasi masyarakat terhadap pembangunan PLTD Kolese. Penelitian dilakukan di Kecamatan Lea-Lea, Kota Baubau, Provinsi Sulawesi Tenggara. Metode penelitian yang digunakan adalah metode survei dengan pengambilan sampel secara systematic random sampling. Sampel penelitian ini adalah 120 responden kepala keluarga di Kecamatan Lea-Lea. Pengumpulan data untuk analisis kuantitatif menggunakan kuesioner dan untuk analisis kualitatif menggunakan observasi, dokumentasi dan wawancara mendalam. Hasil penelitian menunjukan bahwa persepsi masyarakat terhadap pembangunan PLTD Kolese yang tediri dari tiga aspek yaitu persepsi masyarakat terhadap pelaksanaan pembangunan, manfaat pembangunan dan pengaruh pembangunan termasuk dalam kategori sedang (97,5%). Partisipasi masyarakat terhadap pembangunan PLTD Kolese yang tediri dari tiga aspek yaitu partisipasi masyarakat terhadap pelaksanaan pembangunan, manfaat pembangunan dan pencegahan pengaruh pembangunan termasuk dalam kategori rendah (61,7%). Persepsi masyarakat terhadap pembangunan PLTD Kolese secara keseluruhan tidak dipengaruhi oleh jarak rumah, sedangkan partisipasi masyarakat terhadap pembangunan PLTD Kolese secara keseluruhan dipengaruhi oleh jarak rumah dimana semakin dekat jarak rumah dengan PLTD Kolese maka partisipasi masyarakat semakin tinggi. Pengetahuan dan sosial ekonomi mempengaruhi tingkat persepsi dan partisipasi masyarakat terhadap pembangunan PLTD Kolese yaitu semakin tinggi pengetahuan dan sosial ekonomi maka semakin tinggi persepsi dan partisipasi masyarakat terhadap pembangunan PLTD Kolese.

Baubau City Government in fulfilling the need of electricity is supported by PLN and private companies to build some Diesel Power Plant (PLTD) in Kolese Village, Lea-Lea Sub district with the total capacity is 8 Mega Watt, it’s because the power plant is not capable anymore to handle society electric requirement now. The development of diesel power plant (PLTD) Kolese was a way to meet an electricity need in the sub district Lea-Lea. This research aimed to assessing the community perception and participation toward the development of PLTD Kolese, and the factors influencing of community perception and participation about that. The research was conducted in the sub district of Lea-Lea, Baubau City, Southeast Sulawesi Province. The method was a survey using a systematic random sampling. The research sample was 120 head of the families in Lea-Lea. Data collection for quantitative analysis purpose used a questionaire, and for qualitative analysis purpose used an observation, documentation and depth interviews. The results of research showed that the community perception about development of PLTD Kolese that consist of three aspects were community perception for the implementation, the benefit and the influence development of PLTD Kolese included medium category (97,5 %). The community participation about development of PLTD Kolese that consist of three aspects were community participation for the implementation, the benefit and the influence prevention development of PLTD Kolese included low category (61,7%). Generally, community perception to development of PLTD Kolese was not influenced by house distance, while community participation to it was affected by distance house where the close distance house with PLTD Kolese so the community participation is getting higher. Knowledge and socio economic condition influenced community perception and participation level to the development of PLTD Kolese. If the knowledge and socio economic condition increased, the community perception and participation to the development of PLTD Kolese would increase also.
