PERSEPSI DAN SIKAP WARGA SEKITAR TERHADAP PEMBANGUNAN TEMPAT PEMROSESAN DAN PENGOLAHAN AKHIR SAMPAH NAMBO DI KABUPATEN BOGOR

Pemerintah daerah (Pemda) selalu kesulitan dalam penyediaan dan menjaga keberlanjutan tempat pemrosesan dan pengolahan akhir sampah (TPPAS), tidak terkecuali pemda - pemda di lingkungan Pemerintah Provinsi Jawa Barat (Pemprov Jabar). Penolakan serta hambatan sosial marak terjadi di regional Bogor dan Depok atas rencana pembangunan dan keberlangsungan operasionalisasi TPPAS. Penelitian bertujuan untuk mengetahui : (1). tingkatan persepsi, harapan dan sikap warga sekitar terhadap pembangunan TPPAS Nambo, (2). alur pembentukan sikap warga sekitar terhadap keberadaan TPPAS Nambo dan (3). perspektif warga sekitar terhadap upaya peningkatan interrelasi warga dengan TPPAS Nambo. Penelitian menggunakan metode campuran melalui penggunaan kuesioner, wawancara tidak terstruktur dan diskusi kelompok terfokus (DKT). Data kuesioner dianalisis melalui kompilasi statistik untuk menghasilkan tingkatan persepsi, harapan dan sikap warga sekitar, serta jalur pembentukan sikap. Data DKT serta wawancara tidak terstruktur dianalisis melalui pendekatan kualitatif deskriptif untuk menghasilkan makna yang lebih mendalam mengenai variabel – variabel yang dikaji serta upaya peningkatan interrelasi warga dengan TPPAS Nambo. Hasil penelitian menemukan bahwa : (1). Kategori harapan, persepsi dan sikap warga sekitar terhadap TPPAS Nambo dengan menggunakan indeks komposit berada pada tingkatan sedang. Kategori sedang menunjukkan bahwa warga menunggu kenyataan operasionalisasi apakah menguntungkan sebagaimana sosialisasi atau merugikan. Penerimaan warga sekitar terhadap keberadaan TPPAS Nambo bersifat labil, tergantung stimulus nyata yang memapar mereka pada saat TPPAS Nambo beroperasi. (2). Jalur pembentukan sikap pada warga sekitar adalah pengetahuan yang mendalam mengenai potensi ekonomi dan teknis pengolahan dan pemrosesan meningkatkan harapan warga sekitar. Pencapaian harapan atas keberadaan TPPAS Nambo, merupakan langkah peningkatan persepsi yang merupakan kunci bagaimana seseorang akan memutuskan sikap terhadap operasionalisasi TPPAS Nambo. (3). Perspektif warga menunjukkan operasionalisasi TPPAS Nambo secara berkelanjutan dapat dilakukan melalui keberadaan lembaga pengelola yang dekat dengan warga dan penyelenggaraan kompensasi secara profesional sebagaimana pelaksanaan tanggungjawab lingkungan sosial industri di sekitar.

Districts are always having difficulties in providing and maintaining the sustainability of the place of waste infrastructure facilities (WIF/TPPAS), not least districts in the West Java province. Rejection and social barriers rife in Bogor and Depok regional on development and sustainability of the waste infrastructure facilities. This study aimed to determine: (1). Category of perceptions, expectations and attitudes of the community toward the existence of TPPAS Nambo. (2). The flow of attitudes formation of local people toward development and operationalization of the TPPAS Nambo. (3). Community perspective about the effort to maintain and increasing the interrelation between people and TPPAS Nambo. Research using mixed methods through the use of questionnaires, unstructured interviews and focus group discussions (FGD). Questionnaire data were analyzed through statistical compilation to produce a line attitude formation. FGD and unstructured interviews data generate deeper understanding of the variables that were examined as well as efforts to increase community interrelation with TPPAS Nambo. Research results shows that: (1). Category of perception, expectations and attidudes of community using composite index lies on a medium level. Medium level shows that people are waiting whether the realization of TPPAS Nambo will bring benefit or harm. People acceptance level toward the existence of TPPAS Nambo is unstable, it depends on the real stimulus that they get during operationalization. (2). Pathway in the formation of attitudes of local people is a deeper understanding about operational technicality, it can increase people’s expectation for the existence of safe project and offer new target in social and economic aspect. Fulfillment of expectations toward the existence of TPPAS Nambo is a step to increase the perception that will become a key step to affect people on whether how they will decide their attitude toward TPPAS Nambo operationalization. (3). Perspective of residents show that sustainable operationalization of TPPAS Nambo can be conducted by an organizing institution which is close to the people and a professional compensation system as well as a useful corporate’s social responsibility program.
