Waste Infrastructure and People Empowerment (A Case in Patehan and Bener Villages, Yogyakarta)

The objectives of the present research are to study utilization of waste infrastructure related to community development, to describe impact of waste infrastructure that affects people empowerment, and to propose strategies to improve adaptive capabilities of society. The research takes place in two villages, Patehan and Bener, Yogyakarta. The research represents a case study, whose method is qualitative. Data are gathered through interview, documentation, observation and focus on group discussion. Afterwards, the data go through editing, coding and triangulation. Finally, they are displayed in a way of description and tendency, and interpreted in such a way so that they can be understood properly. Utilization of waste infrastructure has apparatus-controlled system in Patehan and society-controlled system in Bener. The former constructs top-down approach. This first system produces inefficient, effective and equal delivery mechanism of infrastructure. The latter establishes cohesive institutional and bottom-up approach. This second system produces inefficient, effective and equitable delivery mechanism of infrastructure. Impact of infrastructure utilization does not affect people empowerment in Patehan. The domination of apparatus causes the collective capabilities of society do not develop through local organization (Paguyuban). Therefore, the society has no capacity to design the programs that produce certain incomes from waste management. The apparatus dominates the benefit of Paguyuban. Apparatus controls program of Paguyuban for award-oriented. Impact of infrastructure utilization affects people empowerment in Bener. The collective capabilities of society develop through Paguyuban, so that they has the capacity to design the programs that produce certain incomes. There is competition between the apparatus and the society. The strong capabilities of society prevent the apparatus from dominating Paguyuban for award-oriented. Based on the previous mentioned findings, there are three recommendations. Firstly, it is to change the system of utilization, i.e. from the apparatus-controlled one toward the society-controlled one to revitalize spirit of people empowerment in Patehan. Secondly, it is to change from the competition-oriented sytem toward the cooperationoriented one to increase achievement of people empowerment in Bener. Lastly, it is to improve activities of society so that they are not any more award-oriented ones, rather the balance between income and award.
