UTILIZATION OF SURAMADU BRIDGE FOR LOCAL ECONOMIC DEVELOPMENT IN MADURA

Transportation infrastructure is one of important aspects that accelerate the factors of local economic development which consist of several aspects such as social, human, financial, resources, and physical capital.Surabaya city serves as one of the centers of East Java economic activities on a national scale and has good economic growth, is well supported with infrastructure development that provides good accessibility for economy activities. On the other hand, Madura is a less developed economic area. Characterized by low income per capita society, three from four districts on Madura Island (Bangkalan, Pamekasan, and Sampang) are included in the list of 183 deprivation areas issued by BAPPENAS in 2011. The deprivation for acceleration economic development in Madura occurs from several factors, one of the factors is a low accessibility between Madura and Surabaya. The government believes that improving accessibility will solve problems in Madura by means of Suramadu Bridge Development. This research objective are identify Suramadu Bridge utilization and impacts to local economic development in Madura and identify the adaptation and response of Bangkalan community to the local economic development perspective Research placed in the context of Utilization of Suramadu Bridge, Impact to Local Economic Development (LED) Madura focusing in Bangkalan, and Adaptation and Response Bangkalan Communities in LED perspective. Utilization of Suramadu Bridge improved mobility average growth rate of vehicle traffic between 2006 and 2011 increased 366%, There are land use change in Madura (Built Up area increase 24.93%, Agriculture Decrease 14.08%, Rice Field Decrease 10.85%) and Focusing in Bangkalan before Suramadu development MDI Bangkalan is 0.41 in 2006 and 0.51 in 2011, it means that Bangkalan still deprivated district among other district in Madura. Adaptation and Response Bangkalan Communities in LED perspective shows that there are 3 type of villages (Village which have positive, negative, or not influence with Suramadu Bridge development) Based on the result and finding, there are two main conclutions. Firstly utilization of Suramadu Bridge improved mobility, but Impact of Suramadu Bridge development to LED in Madura is not too significant. Secondly how are communities adapt and response shown that Suramadu only give positive effects to certain villages, evenmore there are villages that have negative effect. Further research for improving research result recommended using deeper level and complex indicator in term of travel demand and local economic development
