Solidarity of Lapindo Mudflow Victims in Resettlements

Lapindo mudflow that spurting since 2006 have left a lot of problem, such as social, economic, and environment. To solve the problem released Perpres No 14 Tahun 2007. In line with itestablished Badan Penanggulangan Lumpur Sidoarjo (Sidoarjo Mudflow Mitigation Agency/ BPLS) that should overcome mud, handle the social, and infrastructure problems affected by mudflow with considering the smallest environmental risk. This regulation also obliges Lapindo Brantas Inc. to buy sank land with payment in phase, according to map of area affected on March, 22 th 2007 with evidence sales act of ownership, mentioning wide and location of land ratified by government.Victims who had paid, later settled down in resettlement. There were two schemes offered, private resettlement in Kahuripan Nirwana Village (KNV) and self-help called Renojoyo. This study has objective to elaborate and compare solidarity of victims both of resettlements, private and self-help. The present study used qualitative methods to search data. To acquire primary data used in-depth interview and observation to informants. Observation conducted to see data that could not covered with interview. In the process of fieldwork, it also conducted FGD due to recommendation. To gathered secondary data done with compiling previous research, journal, and news in media. Due to solidarity, there were conflict happened among people in KNV as consequence of delivery mechanism implemented by developer. This problem, called social disarticulation, has affecting their social activity that did not participated by people. However in same time, there was raised solidarity ingroup that conflicting each other. In future time, dwellers of KNV are possibly going into impoverishment. On contrary, there was better condition of social solidarity in Renojoyo. It indicated by more quantity of social activities participated bydwellers. They did not separeated based on group either. Social solidarity can be used as an insurance to avoid impoverishment and vulnerability. Whether succes or failure of sustainable resettlement related to solidarity of Lapindo victims is not only deal with physical thing and delivery mechanism, but also the regulation and the subject who provide the project.
