PARTISIPASI NELAYAN DALAM PERENCANAAN PROGRAM BANTUAN LANGSUNG MASYARAKAT PNPM MANDIRI KELAUTAN PERIKANAN DI KABUPATEN MAMUJU

Penelitian ini bertujuan untuk mengetahui proses pembentukan kelompok pada perencanaan program Bantuan Langsung Masyarakat (BLM) PNPM Mandiri KP, mengetahui bentuk dan tingkat partisipasi nelayan dalam perencanaan program BLM PNPM Mandiri KP serta mengetahui faktor-faktor yang berpengaruh terhadap partisipasi nelayan dalam perencanaan program BLM PNPM Mandiri KP di Kabupaten Mamuju. Metode penelitian yang digunakan dalam penelitian ini adalah pendekatan mix method. Penelitian dilaksanakan di Kecamatan Mamuju Kabupaten Mamuju Jumlah responden adalah 60 orang nelayan dan informan 12 orang nelayan yang ada di Kabupaten Mamuju. Hasil penelitian menunjukkan bahwa proses pembentukan POKMAS di daerah penelitian belum melakukan tahapan proses pembentukan kelompok yang ideal. Bentuk partisipasi yang diberikan nelayan dalam perencanaan program BLM PNPM Mandiri KP masih terbatas pada kehadiran/tenaga sehingga menyebabkan tingkat partisipasi nelayan di Kabupaten Mamuju masih rendah. Umur, pendidikan, motivasi serta sosialisasi program berpengaruh nyata terhadap partisipasi nelayan sehingga faktor tersebut perlu diperhatikan dalam partisipasi. Pengetahuan dan peran fasilitator tidak berpengaruh nyata terhadap partisipasi nelayan. Peran fasilitator tidak berpengaruh tetapi juga penting dalam penelitian ini disebabkan indikator yang digunakan peneliti terbatas pada satu peran saja yaitu hanya pada peran fasilitator dalam mendampingi, mempersiapkan dan membantu nelayan dalam menyusun proposal kegiatan usaha kelompok. Peneliti tidak mengukur secara kuantitaif peran fasilitator dalam menentukan keputusan kelompok.

This study aims at determining the formation process of group at planning program of BLM PNPM Mandiri KP, the forms and the participation level of fishermen in planning program of BLM PNPM Mandiri KP and the factors that influence the participation of fishermen in planning program of BLM PNPM Mandiri KP in Mamuju. The research method used in this study was mixed methods approach. The experiment was conducted in Mamuju regency. The number of respondents were 60 fishermen and 12 people informant fishermen in Mamuju. From the results, it is seen that the formation of community in the study area has not made the process of establishing an ideal group. Forms of fishermen participation in planning program of BLM PNPM Mandiri KP is limited to the presence / power thus causing the level of participation of fishermen in Mamuju still low. Age, education, motivation and socialization programs significantly affect the participation of fishermen that these factors need to be considered for participation. Factors knowledge and the role of the facilitator did not significantly affect the participation of fishermen. The role of the facilitator has no effect but it is also important in this study because the researchers used indicator is limited to a single character that is only on the role of facilitator in assisting, preparing and developing a proposal to help fishermen in the group activities. The researchers did not measure the quantitative role of the facilitator in determining the group's decision.
