OPTIMALISASI KAWASAN STRATEGIS EKONOMI DALAM STRUKTUR RUANG KABUPATEN BONDOWOSO

Proses pertumbuhan suatu wilayah sangatlah dipengaruhi oleh faktor eksternal maupun faktor internal yang saling berkaitan. Kebijakan struktur ruang dalam RTRW selama ini belum mampu mengeliminasi disparitas yang terjadi. Penelitian ini bertujuan (1) menganalisis fungsi kawasan budidaya berorientasi ekonomi tiap wilayah, (2) menganalisis fungsi kawasan unggulan ekonomi yang dipengaruhi oleh hirarki wilayah dan interaksi wilayah, (3) mengevaluasi fungsi kawasan strategis ekonomi terhadap kawasan strategis ekonomi dalam RTRW, dan (4) merumuskan arahan optimasi fungsi kawasan strategis ekonomi. Penelitian ini menggunakan beberapa metode sesuai dengan tujuan yang ingin dicapai antara lain analisis spasial, analisis Location Quotient, analisis gravitasi disertai metode triangulasi. Berdasarkan hasil penelitian bahwa fungsi kawasan di Kabupaten Bondowoso, didominasi dengan kawasan budidaya yang terdiri dari 17 kecamatan dari 23 kecamatan. Kawasan budidaya yang didasarkan dengan fungsi kawasan, hirarki wilayah, dan interaksi wilayah maka didapatkan kawasan strategis ekonomi yang terdiri kawasan pertanian, kawasan perkebunan, kawasan industri, dan kawasan perdagangan. Hasil dari evaluasi kawasan strategis ekonomi yang ada, dengan menggunakan metode komparatif, maka didapatkan bahwa terdapat beberapa kecamatan yang masih belum optimal dalam pengembangannya antara lain Maesan, Tamanan, Jambesari, Pujer, Tapen, Wonosari, Tenggarang, Bondowoso, Curahdami,Tamankrocok, Klabang, dan Prajekan. Kecamatan yang belum optimal tersebut nantinya akan diarahkan untuk menjadi kawasan strategis tiap kecamatan Bondowoso sesuai dengan karakteristik dan potensi yang dimiliki. Arahan kecamatan yang belum optimal tersebut nantinya diarahkan untuk menjadi kawasan agropolitan yang sesuai denganarahan penataan ruang dan visi misi Kabupaten Bondowoso.

The development process of an area is very influenced by external and internal factors that connect each other. Bondowoso Regency has undergone the decreasing of accord structure and environment system and also the decreasing of environment quality respectively. As the population and the area development have increased, it has an impact on the change of place usage and area development that have increased like the still low economics and many jobless. The place structure policy in neighborhood cannot eliminate disparity. The purpose is (1) to analyze on the area function to be oriented economical area, (2) to analyze the best economic of area function which is suitable with area hierarchy and area interaction, (3) to evaluated economical strategic area with economical strategic area on regional spatial planning, and (4) formulate to optimized aeconomical strategic area. it was carried out spatial analysis, LQ analysis, gravitation analysis attached with Triangulation Method. In study, every sub-regency that is dominated with area function is analyzed in sub-regency level. Based on the research results are known that the spatial analysis on the land usage is dominated and directed with area function in 17 sub-regency from 23 sub-regency that the area is dominated with cultivation area that in the future can be developed into economical strategic area based on area function, area hierarchy, and area interaction. Bondowoso regency has 4 economical area such as; agricukture, plantation, trade, and industry. The evaluation result used comparative method; it was obtained that there are some districts that have not been optimized in its development. Subdistrict that is not optimal will be directed to become economically strategic areas in each district Bondowoso according to the characteristics and potency. The direction of the district which is not optimal will be directed to the appropriate with spatial and the vision and mission of District Bondowoso
