Pemodelan System Dynamics pada Site BTS Remote Indosat di Daerah Rural (Studi Kasus pada Proyek Remote Solution PT Indosat

2012 | Tesis | S2 Magister ManajemenKeberadaan site BTS remote di daerah rural (pedesaan) sebagai output dari proyek Remote Solution sangat berhubungan erat dengan konsep sustainable development dan system dynamics. Site BTS remote tersusun atas perangkatperangkat yang berteknologi canggih, hemat energi, ramah lingkungan, berukuran kecil dan berbobot ringan. Permasalahan tingginya tarif layanan voice call dan SMS yang muncul di site BTS remote disebabkan karena belum adanya kompetitor operator telekomunikasi di lokasi tersebut. Hal tersebut memberi dampak pada jumlah revenue yang di terima oleh operator setiap bulan tidak sesuai dengan yang ditargetkan. Pemecahan terhadap masalah yang ada dilakukan melalui pendekatan model system dynamics dengan tujuan untuk membentuk hubungan kausalitas (sebab akibat) antar variabel-variabel. Pembentukan hubungan kausalitas tersebut akan menggambarkan keterkaitan antara variabel jumlah pelanggan, ketersediaan kapasitas jaringan, revenue dan ARPU di suatu site BTS remote. Pola model baku “Sasaran yang Berubah†(Target has Changed) dapat digunakan untuk menunjukkan perilaku model antara jumlah pelanggan, ketersediaan kapasitas jaringan dan ARPU pada site BTS remote. Dalam model baku “Sasaran yang Berubahâ€, revenue aktual ditempatkan sebagai kejadian aktual, revenue target sebagai sasaran, selisih revenue aktual dan target sebagai gap, perubahan gap sebagai tekanan terhadap sasaran dan tindakan perbaikan yang dilakukan terhadap revenue sebagai tindakan koreksi. Berdasarkan hasil simulasi, model baku “Sasaran yang Berubah†dapat dikembangkan dengan menambah dua lup negatif (balancing loop) sebagai alternatif solusi menuju pencapaian revenue target yang telah ditetapkan. Pengembangan itu merupakan suatu tindakan intervensi terhadap model baku yang telah ada.
The existence of the remote BTS site in rural areas as the output of Remote Solution project is closely linked to the concept of sustainable development and system dynamics. BTS site consists of remote devices that are technologically advanced, energy efficient, environmentally friendly, small and lightweight. Problem of the high tariff of calls and SMS service which appears in the remote BTS site is due to the absence of competitor, other telecom operators, in the area. It would make an impact on the amount of revenue received by the operator of each month which does not comply with the targeted. Solutions to existing problems are done with system dynamics modeling approach in order to establish causality (cause and effect) between the variables. Establishment of those causal relationships will describe the relationship between number of subscribers, the availability of network capacity, revenue and ARPU at a remote BTS site. Standard model of Target has Changed can be used to demonstrate the behavior of the model between the number of customers, the availability of network capacity and ARPU on the remote BTS site. In the standard model of Target has Changed, the actual revenue is placed as an actual event, the target revenue as a target, the difference between actual and target revenue as a gap, the gap changes as the pressure on the targets and corrective actions taken to revenue as corrective action. Based on simulation results, the standard model of Target has Changed can be developed by adding two negative loops (balancing loop) as an alternative solution to the achievement of revenue targets set. The development is an act of intervention against the existing standard models.
