Analisis Kendala Potensial Pengembangan Daya Saing Perum BULOG

Penelitian ini bertujuan mengkaji bagaimana rantai nilai diciptakan dalam kegiatan Perum BULOG, masalah dan kendala apa saja yang timbul dalam pelaksanaan aktivitas sepanjang rantai nilai perusahaan, dan strategi apa yang digunakan untuk dapat bersaing dan unggul di lingkungan industri strategis Perum BULOG. Model analisis yang digunakan dalam penelitian ini meliputi analisis rantai nilai (value chain analysis), analisis kelemahan dan ancaman (weakness and threat analysis), analisis kendala menggunakan theory of constraints, dan strategi keunggulan bersaing berbasis sumber daya (resource-based view) dan strategi kepemimpinan biaya (cost leadership). Hasil penelitian menunjukkan adanya keterkaitan antara aktivitas utama dengan aktivitas pendukung, di antara aktivitas utama, dan di antara aktivitas pendukung itu sendiri dalam rangka menciptakan nilai bagi pembeli barang dan jasa Perum BULOG. Pada hampir seluruh aktivitas nilai ditemukan adanya kelemahan dan atau ancaman yang apabila tidak diatasi akan menjadi kendala dalam pengembangan daya saing Perum BULOG. Berdasarkan brainstorming pada daftar masalah yang tidak diinginkan (undesirable effects), ditemukan bahwa core problems terletak pada tiga isu pokok yaitu kepemimpinan, struktur organisasi dan pengukuran kinerja. Agar unggul dalam persaingan industri perberasan modern, penulis menyarankan untuk mengatasi kelemahan dan ancaman yang dihadapi perusahaan dengan fokus memperbaiki ketiga isu tersebut pada jangka pendek ini melalui strategi cost leadership yang relatif sesuai dengan tuntutan kebutuhan dan sifat organisasi Perum BULOG saat ini. Agar mencapai kondisi sustained competitive advantage, pimpinan sebaiknya mendefinisikan kepada seluruh karyawan bahwa keunggulan bersaing menjadi tanggung jawab bersama, untuk itu perlu penguatan pula pada kultur organisasi dan teamwork sebagai sumber sustained competitive advantage lainnya.
This research planned to explore the potential constraints in developing competitiveness of Perum BULOG. The goals of this research are to analyse how the value chain is created in many activities of Perum BULOG, what are the problems and constraints emerged in conducting activities within the value chain of company and to formulate the strategic used to be competitive and leading in the industrial environment of Perum BULOG. The model of this analyse used in this research comprises of value chain analysis, weakness and threat analysis, theory of constraints, competitive strategic used resource- based view and cost leadership. This research found that there are correlation between the main acitivies and support activities, among the main acitivies and among support activities themselves in creating the value for goods and services buyers of Perum BULOG. At almost of the entirely value activities are founded weakness and threat which if they are not anticipated will be the constraint in developing competitiveness of Perum BULOG. Based on brainstorming of the list of undesirable effects founded that core problems are located on three main issues, they are leadership, organizational structure and performance measurement. To be the superior player in industrial modern of rice, the author suggest to solve the weakness and constraint faced by the company is repairing focusly of three main issues in the short term with the cost leadership strategic suited with the demand of need and characteristic of Perum BULOG now. To reach the sustained competitive advantage, the leader should give the definition for the entire staff that competitive advantage is the common responsibility so it is needed the strength of cultural organization and teamwork as the other source of sustained competitive advantage.
