ANALISIS PERBEDAAN PERSEPSI DALAM PENGELOLAAN ASET DAERAH PEMERINTAH KABUPATEN PARIGI MOUTONG

Penelitian ini bertujuan untuk Menganalisis perbedaan persepsi untuk menyaring pemecahan masalah secara ilmiah pada pejabat pengguna barang, penyimpan barang, pengurus barang dan kepala gudang disetiap SKPD terhadap pengelolaan aset berdasarkan Peraturan Menteri Dalam Negeri nomor 17 tahun 2007. Subyek penelitian berjumlah 71 responden, yang terdiri dari pejabat pengguna barang, penyimpan barang, pengurus barang dan kepala gudang di setiap SKPD Kabupaten Parigi Moutong. Pengumpulan data dilakukan dengan metode kuisioner yang terbagi kedalam tahap perencanaan, tahap penatausahaan, tahap peningkatan produktivitas dan tahap pembinaan, pengawasan dan pengendalian. Dengan menggunakan analisis perbedaan persepsi model Pawlak, pendekatan ini memberikan dimensi lain untuk menginterpretasi hasil survei dengan menggunakan strength factor, certainty factor dan coverage factor sehingga mampu menunjukkan pemetaan sudut pandang yang berbeda secara logis dan sistematis dibanding dengan survei opini secara tradisional yang umumnya hanya mempertimbangkan persentase dukungan dan pendapat lain. Selain itu, visualisasi beberapa pemetaan dari hasil analisis perbedaan persepsi menggunakan flow graphs dan conflict graphs dengan demikian, kerangka analisis perbedaan persepsi Pawlak telah berguna dalam menurunkan masalah pengelolaan aset bukan hanya dari interpretasi dasar seperti persentase dan pola voting statistik. Hasil penelitian menunjukkan persepsi yang berbeda antara kelompok pejabat pengguna barang, pengurus barang, penyimpan barang dan kepala gudang terhadap isu-isu pengelolaan aset pada setiap tahap perencanaan, penatausahaan, peningkatan produktivitas, dan tahap pembinaan, pengawasan dan pengendalian. Hal ini disebabkan perbedaan kepentingan dan harapan diantara keempat kelompok mengenai pengelolaan aset tersebut.

This research was purposed to analyze the differences in perceptions to filter some problem solvings scientifically in officials like the users of goods, the conservators of goods, the managers of goods and the heads of repository in each of Local Government Unit of Work (SKPD) towards the asset management based on minister regulation of home affairs number 17 of 2007. The research subjects amounted to 71 respondents, consisting of the officials of the users of goods, the conservators of goods, the managers of goods and the heads of repository in each of Local Government Unit of Work (SKPD) of Parigi Moutong regency. Data was collected through questionnaire method, which was divided into the planning stage, the administration stage, the improvement productivity stage, also the coaching, supervision and control stage. By using the analysis of dissenting perceptions as the Pawlak model, this approach gave another dimension to interpret the survey results by using the strength factor, the certainty factor and the coverage factor so those factors could show logically and systematically a different perspective mapping compared to traditional opinion surveys which was generally only consider some percentage supports and other opinions. Furthermore, some mapping visualization results of the analysis in the dissenting perceptions was using flow graphs and conflict graphs, thus the analysis frame in the Pawlak of dissenting perceptions that had been useful in reducing the problem in the asset management not only as the percentage considerations and as the statistical voting patterns. The results showed that perceptions differ amongst groups of the officials namely the users of goods, the conservators of goods, the managers of goods and the heads of repository towards the issues of asset management at every stage of planning, stage of administration, stage of productivity improvement, and stage of coaching, supervision and control. This was due to the differences in interests and expectations among the four groups of the officials on the asset management.
