EFEKTIVITAS PROGRAM PENGEMBANGAN PRODUKSI TERNAK SAPI POTONG DI DISTRIK NIMBORAN KABUPATEN JAYAPUR

Penelitian ini bertujuan untuk mengukur efektivitas keberhasilan program (outcomes) Program Pengembangan Produksi Ternak Sapi Potong yang telah diimplementasikan di lokasi penelitian dan mengenali faktor-faktor yang mempengaruhi capaian keberhasilan program tersebut. Penelitian ini dilaksanakan di Distrik Nimboran sebagai sentra pengembangan sapi potong dengan mengambil 7 kelompok peternak sebanyak 90 KK (sampel populasi) dan yang menjadi unit analisis adalah rumah tangga peternak. Data primer diperoleh melalui kuisioner yang dibagikan kepada 90 responden dan dilengkapi dengan wawancara dengan purposive sampling. Data lalu diolah dengan statistik deskriptif agar lebih mudah dianalisis. Kemudian, data dianalisis dengan metode korelasi untuk melihat hubungan antar variabel independen dan variabel dependen. Semua proses analisis statistik menggunakan program SPSS (Statistical Package for Social Science) for windows versi 16.0 Hasil penelitian menunjukkan bahwa ketiga indikator capaian keberhasilan program yaitu: (1) laju pertumbuhan populasi ternak, (2) tingkat pendapatan peternak, (3) penyerapan tenaga kerja, secara umum memiliki kecenderungan “efektif”. Untuk variabel laju pertumbuhan populasi ternak, tingkat pendapatan ternak dan penyerapan tenaga kerja dianalisa secara kuantitatif. Adapun faktorfaktor yang mempengaruhi capaian keberhasilan program yaitu: (1) sumberdaya, (2) komunikasi, (3) struktur birokrasi, (4) sikap dan perilaku, (5) partisipasi masyarakat dan (6) kinerja implementasi program. Dapat disimpulkan bahwa Program Pengembangan Produksi Ternak Sapi Potong telah berhasil meningkatkan kesejahteraan peternak. Berdasarkan hasil dan pembahasan tersebut maka program tersebut layak dilanjutkan. Kepada pihak-pihak yang terkait program pengembangan produksi ternak sapi potong tersebut lebih inten berkoordinasi dan semakin giat memberikan pendampingan dan bimbingan kepada pelaku usaha.

This study aims to measure the outcomes effectiveness of the Beef Cattle Production Development Program which has been implemented at the study sites and identify the factors that influence the success of program. The research was conducted in Sub Nimboran as the development center of beef cattle breeders to take the 7 groups of 90 families (population sample) and the unit of analysis is the household farmers. Primary data was obtained through questionnaires distributed to 90 respondents completed the interview and purposive sampling. Research data and processed by descriptive statistics to be more easily analyzed further. Data then more analyzed by the correlation method to look at the relationship between independent variables and the dependent variable. All the statistical analyzes using SPSS (Statistical Package for Social Science) version 16.0 for windows The results showed that all three indicators of the program outcomes were: (1) cattle’s population growth rate, (2) farmers’ income level, (3) effective employment. For variable rate of growth of livestock, livestock and income levels of labor absorption is quantitatively analyzed. The factors that influence the successful achievement of the program are: (1) Resources, (2) Communication, (3) Bureaucratic Structure, (4) Attitudes and Behavior, (5) Community Participation and (6) Performance of Program Implementation. It an be concluded that the Program Development Production Beef Cattle have been successful in increasing the welfare of farmers. Based on the results and discussion, the program is worth continuing. To the parties related to program development cattle production is more intense and harder.
