Penelitian ini mengambil judul “Hambatan Sekolah Gratis 12 Tahun” (Studi Tentang Penyebab Anak Putus Sekolah SMP dan SMA di Kecamatan Gandus Kotamadya Palembang). Fokus permasalahan penelitian yaitu melihat penyebab masih adanya anak yang putus sekolah serta faktor-faktor apa saja yang menyebabkan anak-anak tersebut memilih untuk putus sekolah meskipun program sekolah gratis telah dilaksanakan oleh Pemerintah Propinsi Sumatera Selatan. Metode yang digunakan dalam penelitian ini adalah kualitatif yang bersifat deskriptif. Informan penelitian terdiri dari masyarakat di Kecamatan Gandus yang terdiri dari anak dan keluarga dari siswa/anak yang putus sekolah dan stakeholder pendidikan. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi, serta dokumentasi untuk memperoleh data yang akurat. Hasil penelitian menunjukkan bahwa meskipun program sekolah gratis telah dilaksanakan sejak tahun 2009, namun ternyata masih ada anak yang putus sekolah. Hal ini dikarenakan masih ada biaya yang ditanggung oleh orang tua jika ingin menyekolahkan anak-anaknya. Biaya tersebut antara lain biaya transportasi dan perlengkapan sekolah. Selain itu ada beberapa permasalahan yang timbul dengan adanya program sekolah gratis, yaitu: pertama, terjadi perbedaan dalam pemberian sarana dan prasarana antara peserta didik RSBI (tidak termasuk dalam sekolah gratis), dan yang termasuk dalam sekolah gratis. Kedua, siswa tidak serius dalam belajar karena merasa tidak dibebani dalam hal biaya; dan ketiga, berkurangnya perhatian orang tua terhadap pendidikan anak-anaknya. Adapun yang menjadi faktor penyebab anak putus sekolah jenjang SMP dan SMA di Kecamatan Gandus, antara lain: pertama, dilihat dari faktor anak itu sendiri, yaitu kurangnya motivasi siswa untuk bersekolah dan menikah muda. Kedua, dilihat dari faktor orang tua sendiri, anak putus sekolah disebabkan oleh kesadaran orang tua yang rendah terhadap pendidikan anaknya, kemampuan ekonomi orang tua yang pas-pasan, mempekerjakan anak dibawah umur, peran dan pola asuh orang tua yang terlalu otoriter, dan poligami juga menjadi penyebab anak putus sekolah.

This research is talking about “the obstacles of free education for 12 years” ( It is studied about the reason why there are still children who are not educated at legal Junior high school and Senior high School in Gandus Subdistrict of Palembang) It is focused at the problem of research. Such as examining the major reason why there are still children who are not educated legally and studying the factors of why this is still happening even the free education has been implemented by South Sumatra government. This research uses qualitative method and it is descriptive. The sources of information are education stakeholder, local people at Gandus Subdistrict who know the background of the problem specifically. The methods to collect the data are interview, observation, and taking documentation to acquire accurate information. The result shown that even the free education program which has been implemented since 2009 is running, but in fact there are still uneducated children. The local people’s perception about free education is the parents of children are fully free from payment. The lack of understandings is caused by the information crisis. The real fact is the parents still have responsibilities to pay their children needs for school such as paying uniform and books. Beside that, there are many problems grown caused by the implementation of free education. First, there is discrimination in distributing the facilities between education member RSBI (non free education) and the free education. Second, the students are not serious in studying because they don’t pay the cost for education. Third, the attention of parents at education is going lower. Moreover, the reason why there are still children who are not getting the legal education at junior high school and senior high school at Gandus Subdistrict are: first, the lack of motivation for children and young marriage as child factors; and second, as parent factor is the awareness of parents is still low and so is the economic ability of parents. Beside that, social factor such as slaving the children, role of parents and the method in taking care of their children, and polygamy.
