IMPLIKASI PELAYANAN GRATIS KARTU TANDA PENDUDUK DAN KARTU KELUARGA DINAS CATATAN SIPIL KOTA BAU-BAU

Penelitian ini difokuskan untuk mendapatkan gambaran tentang implikasi positif dan negatif pada layanan gratis Kartu Tanda Penduduk dan Kartu Keluarga yang diberikan oleh Dinas Pencatatan Sipil Kota Baubau pada warga Kota Baubau. Pengumpulan data dilakukan dengan wawancara mendalam (in-depth interview), observasi/pengamatan dan survei. Hasil dari penelitian ini menunjukkan bahwa layanan gratis memiliki implikasi positif dan negatif. Implikasi negatifnya berupa kenaikan jumlah akses layanan. Dan implikasi negatifnya berupa; kualitas layanan yang buruk, membebani anggaran belanja pemerintah daerah, membuat infrastruktur pelayanan memburuk, penurunan motivasi kerja pemberi layanan dan menumbuhkan moral hazard. Namun implikasi positif dan negatif diatas tidak disebabkan oleh faktor gratis semata akan tetapi terdapat faktor-faktor lain yang belum ditemukan oleh penelitian ini. Penelitian ini belum dapat membuktikan bahwa gratis adalah satu-satunya faktor yang dapat mengakibatkan beberapa implikasi negatif diatas maka penulis hanya dapat memberikan saran bagi peneliti yang akan meneliti tentang implikasi layanan gratis yakni; Pertama, implikasi yang terjadi pada layanan gratis harus melihat indikator-indikator yang ikut mempengaruhi implikasi positif dan negatif dalam layanan gratis karena gratis bukan satu-satunya faktor yang dapat mengakibatkan adanya implikasi positif dan negatif. Kedua, penelitian tentang implikasi layanan gratis harus dapat memberikan gambaran seberapa besar pengaruh gratis dan pengaruh faktor-faktor lain dapat berimplikasi pada layanan.

This research aimed to get a picture of positive and negative implications of free service of Identity Card and Family Card provided by Civil Registration Agency of Baubau City to the citizens of Baubau. Data was collected by in-depth interview, observation and survey. The result of the research showed that free service had positive and negative implications. The positive implication was the increase of access to service. And the negative implications were: bad service quality, burdening local government’s budget, deteriorating service infrastructure, decrease of service providers’ work motivation and creating moral hazard. However, the positive and negative implications above are not caused by the free of charge factor only but also the other factors which have not been found yet in this research. This research has not been able to prove that the free of service factor is the only factor causing some negative implications above so the writer just can give suggestions for the researcher who conducts the research of the implications of free services, those are: First, the implication occurs on the free services should consider the indicators influencing positive and negative implications in free services because free of charge is not the only factor that can cause positive and negative implications; second, the research of the implication on free services must give a description how much the influence of the free factor and the other factors which can have implications on services.
