EVALUASI RENCANA RELOKASI PKL BERDASARKAN PERSEPSI STAKEHOLDERS DI KOTA TERNATE

Penelitian ini bertujuan untuk mengetahui persepsi stakeholders mengenai keberadaan PKL dan rencana relokasi PKL di Kota Ternate. Stakeholders dalam penelitian ini adalah masyarakat Kota Ternate dan PKL di sekitar Pasar Sayur (Pasar Induk) dan PKL di Terminal Gamalama. Hasil penelitian menemukan bahwa sebagian besar stakeholders merasakan ada dampak positif dan negatif dari keberadaan PKL. Dampak positif yang dirasakan yaitu harga yang ditawarkan oleh PKL lebih murah dan terjangkau, serta memudahkan masyarakat dalam memenuhi kebutuhan seharihari. Sedangkan dampak negatifnya yaitu jalan menjadi macet, lingkungan menjadi kotor dan kota terlihat semrawut. Sebagian besar Stakeholders setuju (88,59%) perlu dilakukannya pengaturan PKL di Kota Ternate dengan merelokasi PKL ke Pasar Rakyat Modern Hygienist karena adanya tempat yang layak, nyaman, bersih untuk berdagang dan aman dari penggusuran. Adapun faktorfaktor yang mempengaruhi persepsi stakeholders, yaitu (1) usia, (2) jenis pekerjaan, (3) tingkat pendidikan, (4) intensitas berbelanja masyarakat, dan (5) lamanya menjadi PKL. Beragam persepsi stakeholders mengenai rencana relokasi PKL dapat menimbulkan potensi konflik jika tidak dilakukan relokasi secara keseluruhan PKL di sekitar Pasar Sayur dan di Terminal Gamalama. Penelitian ini menyimpulkan bahwa rencana relokasi PKL dapat berjalan sesuai keinginan Pemerintah Kota Ternate jika relokasi dilakukan secara keseluruhan pada PKL di sekitar Pasar Sayur dan di Terminal Gamalama. Selain itu, stakeholders perlu dilibatkan dalam upaya relokasi PKL agar dapat meminimalisasi potensi terjadinya konflik antar stakeholders.

This study aims to explore the perceptions of stakeholders on the existence of street vendors and the relocation plans in Ternate City. Stakeholders in this study are the people of Ternate and street vendors around the Vegetable Market (Main Market) and PKL in Terminal Gamalama. The study found that the majority of stakeholders feel there is a positive and negative impacts of the presence of street vendors. The positive effect is felt that the price offered by street vendors are cheaper and affordable, and enable people to fulfill their daily needs. While the negative impact are of the road to traffic, the environment looks dirty and chaotic city. Stakeholders largely agree (88.59%) needed to do the settings in the city of Ternate with street vendors street vendors relocated to the People's Market Modern Hygienist because of a decent place, convenient, clean and safe to trade from eviction. Factors that influence the perception stakeholders, are (1) age, (2) the type of work, (3) the level of education, (4) the intensity of the shopping public, and (5) the length of a street vendor. Diverse perceptions of stakeholders about the planned relocation of street vendors can cause a potential conflict if relocation is not done a whole street vendors around the Terminal Market Vegetable and Gamalama. The research concludes that the relocation plan of street vendors can run as desired as far as all PKL in the area relocated. In addition, stakeholders should be involved in the effort to relocate street vendors in order to minimize potential conflicts between stakeholders.
