ANALISIS KERUGIAN PADA ELECTRICIDADE DE TIMOR LESTE

Penelitian ini bertujuan untuk menganalisis kerugian energi listrik pada Electricidade de Timor Leste di District Dili, dimana Dili merupakan pelanggan terbanyak serta penggunaan energi listrik terbesar di Timor Leste. Kerugian Energi listrik pada EDTL disebabkan oleh rendahnya revenue collection terhadap biaya/pengeluaran EDTL. Biaya pengeluaran yang diuraikan dalam penelitian ini adalah biaya pembelian bahan bakar minyak (solar) dan tidak termasuk biayabiaya lainnya. Hasil analisis menunjukan bahwa jumlah energi listrik yang didistribusikan hanya memperoleh return sebesar 50 persen dari hasil pembayaran rekening listrik dan prabayar listrik. Seperti terlihat bahwa biaya pengeluaran sebesar $.1,986,979, dengan jumlah energi listrik sebesar 1,986,979 KWH sedangkan revenue yang diperoleh adalah sebesar $.542,564 atau sebesar 50 persen. Hal lainnya adalah perubahan tarif dari tahun 2003 sampai dengan 2010 belum menunjukan tingkat pembayaran yang wajar. Oleh Karena itu berpengaruh terhadap revenue collection EDTL, yang artinya bahwa EDTL mengalami kerugiaan energi listrik. Data yang digunakan dalam penelistian ini dalah data sekunder. Data sekunder digunakan untuk menganalisis kerugian energi listrik pada EDTL. Data yang digunakan adalah pemakaian energi listrik dari energi KWH produksi, biaya pengeluaran, revenue collection dan data laporan pelanggan listrik.

The objective of the study is to analyze the loss of power in Electricidade de Timor Leste in Dili District, where most residents live and the use of power is the largest in Timor Leste. The loss in power in Timor Leste is caused by the low revenue collection compared to expenditure cost in the country. The expenditure cost explained in the study is the cost for solar, excluding other costs. Result of the analysis indicates that the number of power distributed only gained return for 50 percent from the outcome of payment for the power. The expenditure cost was $1,986,979 with the number of power 1.986.979 KWH, while the revenue gained was $542,564 or 50 percent. Moreover, change in tariff from 2003 to 2010 did not show a fair level of payment. Therefore, the condition affected revenue collection in Timor Leste, meaning that the country undergone the loss in power. Data used in the study were secondary data, i.e. the use of power from the energy produced in KWH, expenditure cost, revenue collection and data on power customer report. The data were used to analyze the loss in power in Timor Leste.
