SISTEM PENDUKUNG KEPUTUSAN PEMILIHAN PLATFORM SISTEM OPERASI LEGAL PADA BADAN PERADILAN AGAMA MAHKAMAH AGUNG REPUBLIK INDONESIA

Badan Peradilan Agama Mahkamah Agung Republik Indonesia telah menerapkan implementasi Sistem Informasi dan Teknologi Informasi sebagai pendukung kerja instansi sampai pada satker dibawahnya. Beberapa aplikasi sistem informasi yang telah berjalan, seperti pada bagian keuangan, umum dan kepaniteraan, baik itu yang digunakan secara internal maupun secara eksternal berkaitan dengan lembaga pemerintahan lain, berjalan pada platform Windows. Tetapi lebih dari separuh komputer masih menggunakan sistem operasi Windows ilegal, meskipun hal tersebut telah diatur dalam Undang-Undang Republik Indonesia, surat edaran MENKOMINFO dan surat edaran MENPAN yaitu tentang penggunaan software legal pada instansi pemerintahan. Berkaitan dengan aturan tersebut maka perlu dilakukan kajian mendalam bagaimana strategi melegalkan seluruh sistem operasi yang digunakan pada BADILAG MARI, apakah dengan membeli lisensi Windows seluruhnya, memilih migrasi ke Open Source Software (OSS) sesuai amanat MENPAN atau menggunakan solusi Hybrid yaitu menggunakan kedua sistem operasi bersamaan. Pada penelitian ini akan dilakukan perbandingan antara ketiga alternatif solusi, yang meliputi parameter Total Cost of Ownership, Interoperability Document, Existing Application, Government Policy, dan Human Resources. Kebutuhan data yang digunakan dalam penelitian ini diperoleh dengan pendekatan naturalis dan kualitatif yaitu wawancara dengan narasumber dan pengamatan di lapangan, kemudian dilakukan perhitungan dengan model pengambilan keputusan Analytical Hierarchy Process. Hasil analisis dalam penelitian ini berupa rekomendasi yang dapat digunakan sebagai acuan dalam memilih platform sistem operasi mana yang terbaik sesuai dengan keadaan BADILAG MARI saat ini, sebagai panduan langkah demi langkah dalam rangka menghadapi tuntutan penggunaan software legal.

Badilag-MARI has applied the implementation of Information Systems and Information Technology as a support agency to work on satker below. Some applications of information systems that have been running, as in the finance, and general secretariat, which is used both internally and externally related to other government agencies, runs on Windows platform. But more than half of computers are still using illegal Windows operating system, although its use has been regulated by government policy. In connection with these rules should be conducted in-depth study of how the strategy to legalize the entire operating system used on Badilag-MARI, whether to buy a license of Windows entirely, choosing to migrate to Open Source Software (OSS) as mandated by MENPAN or using Hybrid solution is to use both operating systems simultaneously. This research will be done the comparison between the three alternative solutions, which includes parameters Total Cost of Ownership, Interoperability Document, Existing Application, Government Policy, and Human Resources. Needs of the data used in this study were obtained through interviews with informants and field observation, and then do the calculation with the model of decision making Analytical Hierarchy Process. The results of this study in the form of recommendations that can be used as a guide in choosing which operating system platform that best fits the current state of Badilag-MARI, as a guide step by step in order to cope with the demands the use of legal software.
