PENYUSUNAN STRATEGI IMPLEMENTASI IT OUTSOURCING DI DINAS PERHUBUNGAN KABUPATEN BELITUNG TIMUR

Sejalan dengan tantangan globalisasi serta tuntutan otonomi daerah, Kabupaten Belitung Timur sebagai kabupaten baru diharapkan dapat mengejar ketinggalan melalui percepatan pembangunan dengan penerapan teknologi informasi dan komunikasi ke dalam lingkungan pemerintah (e-government). Dengan infrastruktur dan aplikasi e-government yang telah terbangun sekarang, pemanfaatan TIK di dalam lingkungan Pemkab Belitung Timur sudah mulai berjalan. Namun infrastruktur dan aplikasi pendukung e-government yang sudah terbangun sekarang dalam pengelolaan dan pengembangannya masih terkendala dengan terbatasnya keahlian dan jumlah sumber daya manusia yang dimiliki oleh Dinas Perhubungan sebagai satuan kerja yang melaksanakan penyelenggaraan teknologi informasi dan komunikasi di Kabupaten Belitung Timur. Apabila organisasi tidak memiliki sumber daya yang cukup untuk membangun, memelihara dan/atau mengoperasikan sistem dan teknologi informasi, terdapat pilihan untuk melibatkan pihak eksternal (IT outsourcing). IT outsourcing merupakan strategi yang dianggap mampu untuk mengatasi permasalahan yang ada pada saat ini di Dinas Perhubungan Kabupaten Belitung Timur. Strategi implementasi IT outsourcing di Dinas Perhubungan Kabupaten Belitung Timur disusun dengan berdasarkan Framework for The Process of Outsourcing, yang disesuaikan untuk penggunaannya di organisasi sektor publik. Strategi dilakukan secara bertahap dimulai dari tahap persiapan, tahap pemilihan penyedia, tahap transisi, tahap pengelolaan hubungan dan tahap peninjauan kembali.

In line with the challenges of globalization and the demands of regional autonomy, Belitung Timur Regency as a new regency is expected to catch up with the accelerated development through the application of information and communication technologies into the environment of government (e-government). With the infrastructure and e-government applications that have been built now, the use of ICT within the Belitung Timur Regency is already underway. However, the infrastructure and applications supporting e-government that have been built now in the management and development is still constrained by the limited amount of expertise and human resources that owned by the Transportation Agency as a working unit that perform information technology and communication in Belitung Timur Regency. If the organization does not have enough resources to build, maintain and / or operate the systems and information technology, there is the option to involve external parties (IT outsourcing). IT outsourcing is a strategy that is considered able to overcome the existing problems in Transportation Agency of Belitung Timur Regency. Strategic implementation of IT outsourcing in Transportation Agency of Belitung Timur Regency have been prepared based on the Framework for The Process of Outsourcing, tailored for use in public sector organizations. Strategy carried out in stages starting from the preparation phase, the selection of providers of phase, transitions phase, managing relationship phase, and reconsideration phase.
