ANALISIS DAN PERANCANGAN ULANG SISTEM INFORMASI PERIZINAN BERBASIS WEB PADA KANTOR PERIZINAN DAN PENANAMAN MODAL (KPPM) KABUPATEN TRENGGALE

Perizinan diperlukan untuk memberikan kepastian hukum kegiatan dan usaha yang dilakukan oleh individu maupun perusahaan. Sebagai upaya untuk memberikan pelayanan perizinan yang efektif dan efisien, serta dapat diakses dari mana dan kapan saja maka diperlukan suatu sistem informasi perizinan yang akurat dan aktual. Seringkali sistem informasi tidak berjalan sesuai dengan harapan, dan terkadang hanya dapat diakses oleh pihak internal, sehingga pihak eksternal kesulitan memperoleh informasi maupun melakukan proses kontrol terhadap pelayanan yang diberikan. Perbaikan sistem informasi perizinan mutlak dilakukan sehingga sistem tersebut lebih sesuai bagi penyedia maupun pengguna layanan. Perbaikan ini meliputi pembangunan sistem informasi, penyusunan sistem basis data, dan penerapan sistem informasi. Penelitian ini berusaha menganalisis kegagalan suatu sistem informasi dan berusaha mencari formula yang tepat, yang pada akhirnya menghasilkan sistem informasi perizinan yang sesuai. Metode yang dilakukan dalam penelitian ini adalah dengan melakukan survey dan wawancara kepada penyedia dan pengguna layanan perizinan, untuk mengetahui sebab-sebab kegagalan sistem informasi perizinan sebelumnya. Selanjutnya, hasil survey dan wawancara serta peraturan-peraturan tentang perizinan, dijadikan landasan untuk perancangan sistem informasi perizinan yang lebih sesuai bagi Kantor Perizinan dan Penanaman Modal (KPPM) Kabupaten Trenggalek. Hasil akhir dari penelitian ini berupa prototype sistem informasi perizinan berbasis web pada KPPM Kabupaten Trenggalek.

Licensing is required to provide legal certainty and the business activities undertaken by individuals or companies. In an effort to provide effective and efficient licensing, and can be accessed from anywhere and anytime we need a system of licensing information is accurate and actual. Information systems often do not go according to expectations, and sometimes only accessible by internal parties, external to the difficulty of obtaining information and the process control of the services provided. Licensing information system improvements to be conducted so that the system is more suitable for service providers and users. These improvements include the construction of information systems, database systems development, and implementation of information systems. This study attempted to analyze the failure of an information system and try to find the right formula, which in turn generates the appropriate licensing information system. The method in this research is to conduct surveys and interviews to the licensing service providers and users, to determine the causes of the failure of previous licensing information system. Furthermore, the results of surveys and interviews as well as regulations on licensing, used as a basis for licensing information system design is more appropriate for the Kantor Perizinan dan Penanaman Modal (KPPM) Trenggalek. The final results of this study is a prototype web-based licensing information system on KPPM Trenggalek.
