MODEL PARTISIPASI MASYARAKAT SECARA ONLINE DALAM PENATAAN RUANG KASUS KOTA BANDA ACEH

Perkembangan bidang teknologi informasi dan komunikasi memungkinkan kita untuk dapat mengakses, mengelola, dan memberdayakan informasi dengan cepat dan akurat. Hal ini ditindak lanjut oleh pemerintah pusat dengan dikeluarkannya Peraturan Pemerintah Nomor 68 tahun 2010, yang mengamanatkan kepada pemerintah daerah untuk membangun sistem informasi dan komunikasi dalam penyelenggaraan penataan ruang. Penelitian ini bertujuan untuk mendapatkan model partisipasi masyarakat secara online, khususnya yang dapat diterapkan di Kota Banda Aceh. Pemilihan lokasi ini didukung dengan fakta bahwa pada saat ini, masyarakat Kota Banda Aceh dapat dengan mudah mengakses internet baik secara gratis maupun berbayar yang didukung dengan banyak tersedianya warung-warung kopi penyedia internet gratis, tersedianya fasilitas wi-fi gratis dari pemerintah, tersedianya ISP Lokal dan Nasional dengan akses internet kecepatan tinggi (EVDO-CDMA dan 3G-GSM), serta adanya gedung Samsung IT Learning Center sebagai pusat pelatihan teknologi informasi bagi masyarakat secara gratis. Hasil penelitian menunjukkan bahwa model partispasi online masih perlu didukung dengan media partisipasi offline. Lebih lanjut, model partisipsi yang paling sesuai untuk diterapkan di Kota Banda Aceh adalah dengan memanfaatkan media telepon, sms, internet, surat resmi, dan formulir pengaduan. Secara teknis, model bekerja sesuai jam kerja PNS dan dioperatori oleh PNS dengan melibatkan swasta sebagai konsultan pendamping. Seluruh hasil informasi yang masuk dikelola dengan konsep data mining untuk menemukan pola informasi dan dipublikasikan sebagai sumber pengetahuan bagi masyarakat.

The developments of information and communications technology allows us to be able to access, manage, and empower information quickly and accurately. This was followed up by the Central Government Regulation (No. 68 of 2010), which mandates local governments to build information systems and communication in the implementation of spatial planning. This study aims to obtain a model of community participation online, which can be applied especially in the city of Banda Aceh. Site selection is supported by the fact that the people of Banda Aceh can easily access the internet either for free or paid supported by the available number of coffee shops free internet provider, the availability of free wi-fi facilities from the government, availability of local ISP and National with high speed internet access (CDMAEVDO and 3G-GSM), as well as the Samsung IT Learning Center building as a center for information technology training for people for free. The reseach showed that online participation models still need to be supported by offline media participation. Further, the most appropriate models of participation is through to media phone, sms, internet, official letters, and complaint forms. Technically, the model is working as civil servants working hours and by the civil service and involving private sector as a consultant. All incoming information is managed by the concept of data mining to discover patterns and published information as a source of knowledge for the community.
