EVALUASI KEBIJAKAN BANTUAN LUAR NEGERI DALAM MENGKOORDINIR AUSAID DALAM PROYEK HEALTH SECTOR STRATEGIC PLAN-SUPPORT PROJECT (HSSP-SP) DI KEMENTERIAN KESEHATAN TIMOR-LESTE

Latar Belakang: Kementerian Kesehatan Timor-Leste menyadari untuk mencapai visi dan misi kementerian tidak dapat bekerja sendiri karena keterbatasan sumber daya manusia dan anggaran yang dihadapi. Oleh karena itu, di bentuklah suatu kerjasama dengan donor AusAid, dan development partner melalui mekanisme koordinasi. Tetapi pada kenyataannya mekanisme koordinasi yang dijalankan ini belum berjalan secara maksimal. Tujuan: Mengevaluasi kebijakan bantuan luar negeri dalam mengkoordinir donor AusAid dan development partner untuk mendanai program pengembangan sumber daya manusia (dalam proyek HSSP-SP) melalui mekanisme koordinasi di Kementerian Kesehatan Timor-Leste. Metode: Penelitian kualitatif dengan rancangan studi kasus. Jumlah responden 16 orang, 13 dari kementerian kesehatan dan 3 orang dari donor AusAid dan Bank Dunia, development partner. Hasil dan Pembahasan: Departemen Manajemen Kemitraan belum maksimal mengelola dan mengontrol proyek/program dan kegiatan para donor dan partner kerja. Rencana kerja dan anggaran yang disetujui sesuai dengan yang diusulkan kementerian tetapi perencanaan pengembangan SDM kurang jelas dan kurang berdasarkan pada gap tenaga kerja yang dihadapi dan prioritas pengembangan SDM. Proyek ini memberikan dampak pada pengembangan SDM tetapi proses penempatan kembali staff kurang berdasarkan pada the right man on the right place. Pertemuan konsultasi reguler dapat mengfasilitasi penyetujuan rencana kerja dan anggaran untuk pengembangan SDM. Tetapi mekanisme koordinasi yang dijalankan kurang efektif dikarenakan tidak ada instrumen spesifik dan mekanisme untuk melakukan allignment, harmonisasi dan mengfokuskan pada rencana dan hasil bersama serta terlalu banyak tekanan dan tuntutan kepada staff kementerian baik dari kementerian maupun partner. Kendala dan tantangan dari sisi politis dan kemampuan SDM masih menghambat dalam proses mengkoordinir donor AusAid dan partner kerja. Kesimpulan: Pelaksanaan kebijakan bantuan luar negeri dalam mengarahkan donor AusAid dan development partner untuk mendanai program pengembangan sumber daya manusia (dalam proyek HSSP-SP) melalui mekanisme koordinasi di Kementerian Kesehatan Timor-Leste sudah berjalan cukup baik baik tetapi kurang didukung oleh perencanaan pengembangan sumber daya manusia yang berdasarkan pada pengembangan institusi.

Background: The Ministry of Health of Timor-Leste comes to realize that in order to achieve their vision and mission, they are unable to work alone due to insufficient on human resources and budget. Therefore, the Ministry of Health has developes cooperation with AusAid and development partners through coordination mechanism. However the coordination mechanism is not maximally performed yet. Objective: To evaluate the foreign aid policy in coordinating AusAid and development partner institutions to fund human resource development following the Ministry of Health’s HSSP-SP through coordination mechanism. Method: This was a case study that used qualitative approach. Respondents consisted of 16 people; 13 from the Ministry of Health and 3 from AusAid and World Bank. Result and Discussion: The Department of Partnership Management had not been optimum in managing and controlling the project/program and activities of donors and working partners. Action plan and budget approved were relevant with the proposal made by the Ministry of Health but planning for human resource development was unclear and was not based on the gap facing the work force and priority in human resource development. The project had impact on human resource development but the process of re-placement of staff after they completed their education was not based on the need of the Ministry of Health nor on the principle of the right man on the right place. Regular consultative meeting could facilitate approval of action plan and budget for human resource development. The coordination mechanism was less effective because there was no specific instrument or mechanism to do alignment, harmonization and focus on collective gain and there was too much pressure and demand to staff both from the Ministry of Health and partners. Constraints and challenges from political aspect and human resource capacity have still obstructed the process of coordinating AusAid and working partners. Conclusion: The implementation of foreign aid policy to coordinate AusAid and development partners to fund human resource development following the Ministry of Health’s HSSP-SP through the coordination mechanism has been enough worked out but less effective due to lacked support from planning in human resource development that was based on institutional development.
