KINERJA BADAN PELAYANAN PERIZINAN TERPADU KABUPATEN BENGKALIS

Dalam rangka desentralisasi dan optimalisasi potensi daerah Kabupaten Bengkalis maka diperlukan mekanisme prosedural perizinan yang lebih memudahkan semua kalangan baik investor maupun masyarakat. Penelitian ini bertujuan untuk mengetahui bagaimana kinerja Badan Pelayanan Perizinan Terpadu (BPPT) Kabupaten Bengkalis setelah Perda Nomor 10 Tahun 2008 dan faktor-faktor yang mempengaruhi kinerja BPPT Kabupaten Bengkalis. Penelitian ini menggunakan metode kuantitatif dengan pendekatan deskriptif. Pengumpulan data dilakukan dengan kuesioner, wawancara, dokumentasi dan observasi. Adapun analisis data menggunakan metode kuantitatif dengan pendekatan deskriptif dimana data yang diperoleh digambarkan secara lebih konkrit dan terperinci dalam mengungkapkan kecenderungan hubungan antara variabel yang diteliti. Hasil penelitian didapatkan bahwa kinerja BPPT Kabupaten Bengkalis setelah Perda Nomor 10 Tahun 2008 belum optimal, hal ini terbukti petugas dalam melakukan layanan masih lamban, kurang menguasai prosedur, masih bekerja secara parsial sehingga tidak terbangun budaya kerja tim, dan kurang menanggapi keluhan dari masyarakat. Selain itu masih ditemukan pungutan liar diluar biaya yang ditentukan, sehingga tidak ada transparansi biaya dan waktu pengurusan perizinan. Kinerja BPPT Kabupaten Bengkalis dipengaruhi oleh faktor kewenangan yang berasal dari ketidakjelasan pola kerja serta belum optimalnya kewenangan penandatangan perizinan yang dapat dilakukan oleh BPPT sehingga menghambat proses penanganan perizinan. Selain itu faktor struktur organisasi mempengaruhi kinerja dari segi kurangnya koordinasi antar petugas dalam penanganan perizinan. Beberapa saran yang diusulkan yaitu lebih mensosialisasikan lagi kepada masyarakat luas tentang prosedur dan mekanisme pengurusan perizinan serta izinizin yang dapat dilakukan di BPPT, mengoptimalkan fungsi loket pengaduan, memberikan informasi biaya dan waktu pengurusan perizinan yang lebih transparan, perlu adanya deregulasi Perbup Bengkalis Nomor 29 Tahun 2009 guna memperkuat posisi BPPT sebagai institusi yang melayani perizinan dan menghapuskan bagian/bidang teknis guna memperpendek rantai birokrasi dan mempercepat proses koordinasi antar bagian/bidang

In order to decentralization and optimalize regional potency of Bengkalis regency then required procedural mechanism licensing that make easier to facilitate both of people and investors. The purpose of this research is to know the performance of integrated license service board (Badan Pelayanan Perizinan Terpadu) Bengkalis regency after regional regulations number 10 of 2008, and factors to affect the performance of BPPT Bengkalis regency. This research uses quantitative methods to the descriptive approach. Data was collected through questionnaires, interviews, documentation and observation. The analysis of data using quantitative methods with descriptive approach in which the data obtained are described in more concrete and detailed in the relationship between the variables revealed tendencies. The research results obtained that the performance of BPPT Bengkalis regency after regional regulations number 10 of 2008 is not optomal, it was proven by slow services by the officers in doing the service, less control procedure, still work partially so it doesn’t build a team work culture, and less responding complaints from the public . In addition there are found illegal charges outside fees that determined, so there was not transparency of the issuance costs and clearance in processing time. The performance of BPPT Bengkalis regency affected by the authority due to the volatility of the working and the authority of the signing of licensing that conducted by the head of BPPT was not optimal yet so obstruct the handling of license processing. The organizational structure factors affect the performance of in terms of the lack of coordination between the officers in tackling a license . Some suggestions are proposed which is more socializing again to the general public about the procedures and mechanisms for management of licensing and licenses to do in BPPT, optimizing the function of locket complaints, providing information and processing time licensing fee that is more transparent, the need for deregulation of regents Bengkalis Regulation Number 29 of 2009 to strengthen its position as an institution that serves BPPT and abolish the licensing/technical fields in order to shorten the chain of bureaucracy and speed up the process of coordination between sections/fields.
