ANALISIS KEBUTUHAN PEGAWAI NEGERI SIPIL PADA SEKRETARIAT DAERAH KABUPATEN KEPULAUAN MENTAWAI

Penelitian ini bertujuan untuk mengetahui gambaran kondisi nil pegawai negeri sipil dan menghitung berapa jumlah ideal kebutuhan pegawai negeri sipil pada Sekretariat Daerah Kabupaten Kepulauan Mentawai dalam menunjang penyelenggaraan pemerintahan dan pembangunan yang efektif serta penyelenggaraan peiayanan publik yang maksimal dan untuk memproyeksi kebutuhan pegawai negeri sipil pada Sekretariat Daerah Kabupaten Kepulauan Mentawai. Alat analisis yang digunakan untuk membahas kedua tujuan ini adalah analisis deskriptif kualitatif untuk menganalisis kebutuhan pegawai negeri sipil pada Sekretariat Daerah Kabupaten Kepulauan Mentawai yang berpedoman pada Peraturan Menteri Negara Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor 26 Tahun 2011 tentang pedoman perhitungan jumlah kebutuhan pegawai negeri sipil (PNS) untuk daerah. Analisis proyeksi kebutuhan untuk memproyeksikan kebutuhan pegawai negeri sipil Sekretariat Daerah Kabupaten Kepulauan Mentawai dengan menggunakan asumsi pertumbuhan ekonomi daerah Kabupaten Kepulauan Mentawai Tahun 2010 linear untuk setiap tahun proyeksi, pertumbuhan penduduk dan analisi trend. Dari hasil penelitian diperoleh bahwa kondisi riil/eksisting PNS Sekretariat Daerah Kabupaten Kepulauan Mentawai belum ideal dan masih kekurangan pegawai. Untuk menindaklanjuti kekurangan PNS pada Sekretariat Daerah Kabupaten Kepulauan Mentawai yang dilihat dari jumlah PNS yang riil/eksisting lebih kecil (sedikit) dari hasil perhitungan kebutuhan pegawai maka dapat dilakukan distribusi pegawai dari unit organisasi yang kelebihan kepada unit organisasi yang kurang. Dalam memproyeksikan perencanaan kebutuhan pegawai negeri sipil (PNS) Sekretariat Daerah Kabupaten Kepulauan Mentawai untuk tahun-tahun selanjutnya diharapkan terdapat kesesuaian antara kualitas (kompetensi) PNS dengan kebutuhan jabatan dalam struktur organisasi dan tata keija yang telah ditetapkan. This research aims to determine the real description of the condition of civil servants and calculate how much needs a civil servant ideal in Mentawai Islans District Secretariat in support of governance and effective development and implementation of a maximum of public service and to project the needs of civil servants at the Regional Secretariat Mentawai Island District. Analysis tools used to address both of these goals is a qualitative descriptive analysis to analyze the needs of civil servants in the secretariat of the Mentawai Island regency is based on the Regulation of the Minister Of State For Administrative Reform and Reforms No. 26 of 2011 on guidelines for the calculation of the number of civil servants requirements (PNS) for the area. Analysis of the projected need for projecting the needs of civil servants Mentawai Island District Secretariat using the assumptions of economic growth in the Mentawai Island regency in 2010 linear projecting for each year, population growth and trend analysis. From the results obtained that the real condition or District Secretariat of the existing civil servants have not been ideal and the Mentawai Islands are still staff shortages. To follow up the lack of civil servants in the Secretariat of the Mentawai Islands regency, as seen from the number of civil servants are the real/existing smaller (slightly) from the calculations then the employee needs to do the distribution of unit employees to the organization of excess organizational unit less. In the project planning needs of civil servants (PNS) Regional Secretariat for the Mentawai Islands regency subsequent years are expected to have a match between the quality (competence) to the needs of civil servants positions in the organizational structure and working procedures that have been set.
