ASSESTMENT KESIAPAN DISTRITO OE-CUSSE UNTUK MENJALANKAN MUNICÍPIO/DESENTRALISASI

Distrito Oe-Cusse terletak di tengah-tengah wilayah Negara Republik Indonesia dengan luas wilayah sebesar 814,12 km2 . Oe-Cusse termasuk daerah administrative dari RDTL. Pada awal berdirinya RDTL, terbentuk juga Organ Lesgilatif yang dikenal dengan Parlemen berkompeten membuat UUD sebagai pedoman agar masyarakat dapat berpijak. Di dalam UUD RDTL bagian I ,pasal 5, ayat 1 berbunyi penataan daerah, Negara akan menghormati asas desentralisasi pemerintahan umum. Atas dasar ini pemerintah sebagai organisasi yang besar harus menindaklanjuti UUD tersebut. Municipio/desentralisasi semakin gencar dibicarakan, dan nampak MAEOT sibuk untuk mempersiapkan Distrito Oe-Cusse yang mau menjalankan municipio/desentralisasi. Dalam rangka menyelesaikan study pada Sekolah Pasca Sarjana UGM dituntut menulis karya ilmiah dengan pengkajian terhadap masalah masyarakat. Peneliti telah mengadakan penelitian terhadap factor-faktor yang dipersiapkan Distrito Oe-Cusse dalam rangka menjalankan municipio/desentralisasi. Tujuannya untuk mengetahui faktor-faktor apa saja yang dipersiapkan dan bagaimana kesiapan Distrito Oe-Cusse untuk menjalankan municipality/desentralisasi. Faktor-faktor yang dimaksud adalah sumber daya aparatur, infrastruktur dan kemampuan keuangan daerah. Manfaat penelitian adalah membantu penulis dalam memahami keilmuan, sebagai bekal pengalaman untuk meningkatkan bekal profesionalisme dan hasil penelitian ini diharapkan bermanfaat bagi dunia akademis terutama masalah desentralisasi dan hasil penelitian ini memberikan kontribusi pemikiran bagi pemerintah Timor-Leste guna memberikan wewenang dan tanggung jawab kepada daerah. Melalui penelitian dan pengamatan di lapangan serta analisis yang telah dilakukan penulis dapat berkesimpulan bahwa kesiapan Distrito Oe-Cusse terhadap sumber daya aparatur dan infrastruktur benarbenar siap, Indikatornya adalah ada INAP & SERA sebagai penanggung jawab pengembangan sumber daya manusia, ada 101 orang peserta pelatihan dibidang manajemen, ada 15 buah gedung baru sundah dibangun, ada anggaran untuk perbekalan fasilitas, ada kegiatan pembenahan dan install kabel telekomunikasi dan ada generator baru yang tersedia dan ada pegawai energy listtrik sebanyak 14 orang. Sedang kesiapan Distrito Oe-Cusse dari sisi kemampuan keuangan daerah benarbenar belum siap. Karena belum ada infrastruktur yang memenuhi standar, belum ada UU yang mengatur tentang perlindungan dan pengolahan potensi daerah, belum ada wewenang dan hak bagi pemerintah daerah untuk memungut pajak dan retribusi serta hasil pungutan dari Direktorat /Departemen di daerah disetor ke pemerintah pusat sehingga belum ada pendapatan asli daerah (PAD) terbentuk, APBD terstruktur dan tidak ada pembiayaan program pembangunan municipio/desentalisasi dari PAD. Upaya pemerintah pusat dan daerah adalah perlu ada evaluasi terhadap efektif tidaknya pelatihan dan pengembangan aparatur, perlu membangun gedung kantor pemerintah memiliki perhatikan aksesibilitas dan kualitas gedung kantor pemerintah, perlu perbekalan fasilitas, mengontrol harga jual pulsa telepon, dan perlu pengawasan rutin dan kerja sama pusat dan daerah ditingkatkan di bidang energy listrik dan perlu ada pembenahan dan membangun infrastruktur umum, perlu menetapkan UU untuk melindungi, mengelola potensi daerah, perlu pemerintah pusat memberikan wewenang dan hak kepada pemerintah daerah untuk memungut pajak dan retribusi dan terus meningkatkan pembenahan dan membangun infrastruktur umum.

Distrito Oe-Cusse is located in the middle territory ofRepublic of Indonesia with a total area of 814.12 km2. Oe-Cussebelongs to administrative areas of Democratic Republic of Timor Leste (RDTL). Based on the constitution of RDTL in part I, article 5, paragraph 1,it is stated that the arrangement of the region or the stateshall respect to the principle of decentralization of public administration. On this basis, the government as a large organization should follow up the constitution. Municipio/decentralization is one of the most often-discussed issues and it seems that Ministério da Administração Estatal e Ordenamento do Território (MAEOT) is still busy to prepare to operate the municipio/desentralization. The author has conducted research on the factors that prepared by Distrito Oe-Cusse in order to run the municipio/decentralization. The goal is to determine what factors are prepared and how is the readiness of Distrito Oe-Cusse to run the municipality/decentralization. The factors meant here are the apparatus resources, the infrastructure and financial capacity of the area. While,the benefits of the research are to help the author understand the science, as provision experience to increase the professionalism and the research results are expected to benefit the academic world, especially the issue of decentralization and also to contribute ideas for the government of Timor-Leste in order to provide the authority and responsibility to the regions. Through research, field observation and analysis which have been done, it can be concluded that the readiness of the Distrito Oe-Cusse apparatus and infrastructure resources are actually really ready. The indicators is that there are INAP and SERA which is in charge of human resource development, there are also 101 trainees in management field, there are 15 new buildings constructed, there are budget for provision of facilities, there are existing activities to improveand install telecommunication cables and there are new generatorsavailable there and there are 14 employeesof electricity energy. While the Distrito Oe-Cusse readiness from the side of financial capacity is not really ready. Because there is no infrastructure meeting the standards, no laws governing the protection and processing the potency of the region, there is no authority and the rights of local governments to collect taxes and levies and the levy of the Directorate/Department in the area paid to central government so that there is no local genuine income (PAD) formed, and no budget financing for the program of developingmunicipio / desentralizationfrom PAD. Central and local government efforts are necessary to evaluate the effectiveness of training and apparatus development. It is also necessary to build a government office building which has good accessibility and quality, with provision facilities, with the control price of phone bills. Besides, other things needed are providing constant supervision and cooperation of central and local area in the field of electric energy and establishing public infrastructure, establishing laws to protect, managingthe potency of areas, providing authority from the central government to local governments to levy taxes and charges and continuing to improve and construct public infrastructure.
