ANALISIS NILAI LAHAN PERSAWAHAN DENGAN METODE CONTINGENT VALUATION DAN REPLACEMENT COST DI KECAMATAN RANTAU BADAUH KABUPATEN BARITO KUALA, 2011

Penelitian Contingent Valuation dan Replacement Cost lahan persawahan di Kecamatan Rantau Badauh Kabupaten Barito kuala ini bertujuan untuk: Pertama, mengidentifikasi nilai lahan persawahan di Kecamatan Rantau Badauh Kabupaten Barito Kuala dengan manfaat ekologisnya; Kedua, mengidentifikasi respon kesedian membayar (WTP) dan menerima kompensasi (WTA) alihfungsi lahan di Kecamatan Rantau Badauh Kabupaten Barito Kuala; Ketiga, mengidentifikasi seberapa besar nilai fungsi lahan persawahan di Kecamatan Rantau Badauh Kabupaten Barito Kuala sebagai penyedia lapangan kerja. Cara memperoleh data adalah dengan metode kuisioner yang didampingi, sekaligus wawancara untuk menentukan tingkat kesediaan bid-off tertinggi dari tawaran yang diberikan pada pertanyaan Willingness To Pay. Jumlah kuisioner adalah 60 orang terbagi kedalam dua bagian yaitu 30 orang yang setuju alih fungsi dan 30 orang yang tidak setuju alih fungsi lahan. Keenampuluh responden tersebut mewakili satu Kecamatan, yang diambil secara acak dari masing-masing desa. Keenampuluh responden diberikan daftar pertanyaan yang sama, kecuali pada pertanyaan Willingness To Pay (WTP) dan Willingness To Accept (WTA), bagi responden yang setuju akan diberikan pertanyaan WTA, sedangkan yang tidak setuju diberikan pertanyaan WTP. Kesimpulan penelitian ini adalah berdasarkan estimasi diperoleh data ratarata nilai guna lahan pertanian sebesar 61 persen dari estimasi nilai lahan optimal. Artinya masyarakat masih bergantung pada fungsi sawah sebagai lahan pertanian sebesar 61 persen dibandingkan kegunaan lainnya. Ketika responden ditanyakan mengenai kesediaan untuk membayar, dari 30 responden bersedia membayar ratarata Rp1.733,33/bulan maka dalam setahun Rp20.800,00 perorang pertahun untuk mempertahankan lahan persawahan. Ketika responden ditanyakan mengenai kesediaan menerima kompensasi jika terjadi alihfungsi, 30 responden menjawab meminta minimal dengan tersedianya pekerjaan baru atau jika dinotasikan minimal sekitar Rp17.925.000,00/Orang/tahun. Nilai lahan persawahan sebagai penyedia lapangan kerja di Kecamatan Rantau Badauh adalah sebesar Rp57.814.890.241,94 untuk pekerja harian dan sebesar Rp56.792.865.161,29 untuk pekerja borongan.

Contingent Valuation Research and Replacement Cost method of paddy fields in the District Rantau Badauh Barito Kuala Regency aims to: First, to identify the value of rice fields in the District of Rantau Badauh Barito Kuala Regency with ecological benefits; Second, to identify the response of willingness to pay (WTP) and Willingness to Accept (WTA ) over the function of land in the District of Rantau Badauh Barito Kuala Regency; Third, to identify how much the value of the land rice fields in the District of Rantau Badauh Barito Kuala Regency as a provider of employment. How to obtain the data is accompanied by a questionnaire method, as well as interviews to determine the level of bid-off the highest bid of the offer given to the question of Willingness To Pay. The number of questionnaires is 60 people divided into two parts, namely the 30 people who disagree over the function and the 30 people who disagree over the function field. Respondents were representative of one District, taken at random from each village. Sixtieth respondents are given the same questionnaire, except on the question of Willingness To Pay (WTP) and Willingness To Accept (WTA), for respondents who agreed to be given WTA question, while not agree given WTP question. Conclusion of This study is based on data obtained estimates the average value of agricultural land by 61 per cent of the estimated optimal value of the land. This means that people still rely on rice as a function of agricultural land by 61 percent compared to other uses. When respondents were asked about Willingness To Pay, 30 respondents are Willing To Pay an average Rp1,733.33 then in a year Rp20,800.00 per person per year to maintain the rice fields. When respondents were asked about willingness to accept compensation in the event of over the function, ask for a minimum of 30 respondents said the availability of a new job or if it denoted a minimum of about Rp17,925,000.00/People/Year. Value of rice fields as a provider of employment in the District Rantau Badauh amounted to Rp57,814,890,241.94 for day laborers and for Rp56,792,865,161.29 for the contract workers.
