PROGRAM PENINGKATAN PARTISIPASI MASYARAKAT DALAM PEMBANGUNAN MELALUI BANTUAN STIMULAN PEMBERDAYAAN KAMPUNG DI KAMPUNG AMPIMOI DISTRIK TELUK AMPIMOI KABUPATEN KEPULAUAN YAPEN

Kampung Ampimoi sejak tahun 2006, telah memperoleh dana stimulan sebesar Rp.128.558.000.-. Dana tersebut didayagunakan untuk meningkatkan kesejahteraan hidup warga, melalui program pembangunan rumah kaki seribu yang dirancang bersama secara partisipatif dan demokratis sesuai dengan petunjuk pelaksanaanya. Keterlibatan warga Kampung Ampimoi dalam menentukan rencana hingga implementasi program pembangunan rumah kaki seribu adalah salah satu aspek yang diharapkan dalam program tersebut. Kemampuan pengelolaan dan implementasi program dana stimulan serta keterlibatan warga Kampung Ampimoi dalam menentukan rencana hingga implementasi program adalah aspek yang menentukan keberhasilan program yang dilaksanakan. Dengan demikian, studi ini dilakukan untuk mengetahui bagamaiana dana stimulan mampu meningkatkan partisipasi dan memberdayakan masyarakat. Untuk memenuhi tujuan penelitian tersebut, pendekatan kualitatif digunakan untuk memahami fenomena partisipasi dan proses pemberdayaan. Informan ditentukan sebanyak 6 orang, yang berasal dari 3 kelompok yakni masyarakat sasaran penerima program dana stimulan, Badan Pemberdayaan Masyarakat Pemerintahan Kampung (BPMPK) sebagai pelaksana program, serta perangkat kampung. Data dan informasi diperoleh dengan cara in-depth interview berdasarkan pedoman wawancara. Interview dilakukan terhadap informan kunci yang benar-benar memahami dan terlibat dalam proses perencanaan maupun implementasi program pembangunan rumahkaki seribu. Sedangkan analisis data dilakukan secara deskriptif untuk mendeskripsikan partisipasi dan pemberdayaan. Hasil analisis menunjukan bahwa, masyarakat kampung Ampimoi, telah terlibat dan memberikan kontribusi yang berarti dalam perencanaan hingga implementasi program pembangunan rumah kaki seribu. Masyarakat telah memanfaatkan dana stimulan untuk membangun rumah secara bersama. Tujuan akhir dari program dana stimulan, yakni memberdayakan masyarakat kampung telah terpenuhi dengan baik, hal itu diindikasikan dari kemampuan warga dalam mengidentifikasi kebutuhan pembangunan rumah kaki seribu serta kemampuan warga dalam menyediakan bahan lokal yang tersedia di kampung Ampimoi.

Since 2006, Ampimoi village has obtained funding for Rp.128.558.000,-as stimulant budget. The funds are utilized to improve the welfare of living of citizens, through various programs that have been designed in a participatory and democratic in accordance with implementation instructions. The involvement of Ampimoi peoples in determining the plan's implementation and the program is one aspect which is expected in the program. The ability of the management and implementation of funding programs and the involvement of villagers stimulant Ampimoi in determining the plan's implementation and the program is the aspect that determines the success of programs implemented. Thus, the study was conducted to determine the empowerment of communities through fund stimulants able to increase the participation and empowerment. To meet these objectives of research, a qualitative approach is used to understand the phenomenon of participation and empowerment processes. The informant is determined as many as 6 people, who come from three groups: the target communities receiving funding programs stimulant, Community Empowerment Board Governance Village (BPMPK) as program implementers, and device village. D ata and information obtained by in-depth interviews based on interview guidelines. This interview with key informants who really understand and be involved in the process of planning and program implementation. While the descriptive data analysis conducted to describe the participation and empowerment. The results of the analysis show that, Ampimoi peoples, has been involved and provide a meaningful contribution in planning program's implementation of people house (rumah kaki seribu). Communities have used stimulant funds to improve their house required for their lives. Another goal of the program funds stimulants, namely empowering the village community has been met properly, it is indicated from the ability of citizens in identifying the development needs of villagers as well as, the ability of citizens to provide locally available materials Ampimoi village.
