FASILITATOR DISTRIK DAN POLA PENDAMPINGAN RESPEK DI DISTRIK DEPAPRE KABUPATEN JAYAPURA

Penelitian ini bertujuan untuk mengetahui pola pendampingan Program RESPEK, pengaruhnya terhadap perubahan masyarakat kampung serta -faktor yang mempengaruhi pola pendampingan tersebut. Dengan menggunakan metode analisis kualitatif, peneliti mengungkap peran Fasilitator distrik melalui pendampingan baik tekhnik maupun pemberdayaan sosial yang memiliki pengaruh signifikan dalam pembangunan msyarakat kampung melalui program RESPEK. Keberhasilan pendampingan dengan pola sosialisasi, Pelatihan, Pengorganisasian, partisipatif serta pemandirian menumbuhkan dan mempengaruhi perilaku kelompok dalam menerima hasil-hasil RESPEK sebagai bagian dari proses pembangunan kampung. Ini merupakan hasil penelitian dan menunjukan adanya perubahan cara pandang, meningkatnya kesejahteraan masyarakat, ditandai adanya perbaikan sarana umum, peningkatan pendapatan masyarakat melalui jasa dan kelompok ekonomi produktif serta terbangunnya rasa percaya diri bagi masyarakat sebagai subyek dan obyek program RESPEK. Sebelum RESPEK dilaksanakan Distrik Depapre masih terbatas akses sosial dan ekonominya termasuk infrastruktur kampung dan setelah RESPEK dilaksanakan menunjukkan adanya kemajuan diberbagai bidang, seperti bidang pendidikan, kesehatan, ekonomi produktif serta infrastruktur jalan dan jembatan di tingkat kampung, menjadi sarana bagi mobilitas dan penunjang kehidupan masyarakat. . Kondisi tersebut merupakan salah satu entri point keberadaan Fasilitator Distrik dan Pola Pendampingannya yang telah memberikan dampak positif yang signifikan serta memiliki arti penting dan strategis dalam rangka keberhasilan Program RESPEK di Distrik Depapre Kabupaten Jayapura.

This study was conducted to understand the mentoring path of RESPEK program, its effects to the change of village people, and the influencing factors of the mentoring path. Using the method of qualitative analysis, we have tried to explore the role of district facilitator through the mentoring path both in regard of technic and social empowerment having significant effects in the village people development performed by RESPEK program. Success of the mentoring using the pattern of socialization, training, organizing, participation and autonomy have grown and influenced the behavior of the group in receiving the results of RESPEK as a part of the village development. It was the study results that showed that it was changed the viewpoint, it was increased the people welfare indicated by better performance of public facilities, increased level of people income through the services and group of productive economy, and it was developed a sense of confident in the people as subject and object of RESPEK program. Previously, it was limited the social and economic access including infrastructure of the village. After it was performed RESPEK in the District of Depapre, there were some advances in various fields such as those that could be found in the field of education, health, productive economy and infrastructure of way and bridge of village that could be used to support people mobility and daily life. This condition was one of the entry points of the existence of District Facilitator and Mentoring Path. It gave some positive and significant effects to the success of the performance of RESPEK program in the District of Depapre, Jayapura Regency. In addition, it had important and strategic contribution for the success.
