ANALISIS RISIKO TSUNAMI TERHADAP BANGUNAN DAN PENGURANGAN RISIKO BENCANA BERBASIS TRANSFER RISIKO: STUDI KASUS DI KELURAHAN PLOSOS. PACITAN

Tsunami itself has a small probability, but the extremely high impact threat. The building, among other element at risk, is one important aspect to be protected. The study is aimed to conduct tsunami risk analysis, which focused on the buildings in Ploso Village, Pacitan. Furthermore, as a form of disaster risk reduction (DRR), risk transfer mechanism is simulated through disaster insurance. PTVA-3 model was used to assess the buildings vulnerability in the Ploso Village. The information of vulnerability components was fulfilled by combining the Quickbird satellite imagery and field survey data. Building’s risk was calculated quantitatively, either with regard to the probability of a tsunamigenic earthquake or not. The results of the risk calculation were then analyzed, in order to reveal whether an area has low or high risk. Risk transfer strategy was done by simulating a disaster insurance. The effectiveness of it was measured by the percentage of the premiums amount paid to the maximum claim amount. The results showed that most of buildings in Ploso Village have an average of vulnerability class (RVI), while Barehan Neighborhood (RW VIII) is the region with the highest degree of buildings vulnerability. Similar to the value of their vulnerability, Barehan Neighborhood also have the highest risk loss of building. Although Ploso Village already had a disaster risk reduction efforts through the green belt project, the building risk loss reached Rp 33,87 billion. According to the simulation of disaster insurance, it is known that total losses of building in Ploso Village could be reduced up to 55%.
