STRATEGI PEMBANGUNAN INFRASTRUKTUR DALAM RANGKA MEMPERKUAT KETAHANAN WILAYAH (Studi Kasus di Kabupaten Cilacap Provinsi Jawa Tengah)

Penelitian ini dilaksanakan di wilayah Kabupaten Cilacap Provinsi Jawa Tengah. Adapun yang melatarbelakangi penelitian adalah bahwa infrastruktur di wilayah Kabupaten Cilacap dalam kondisi kurang baik, kondisi pelaksanaan pembangunan infrastruktur tidak ada peningkatan kualitas dan kuantitas secara signifikan, minimnya anggaran pemeliharaan dan pembangunan infrastruktur serta adanya wacana pemekaran dengan salah satu alasan karena buruknya kondisi infrastruktur di wilayah Kabupaten Cilacap bagian barat serta implikasinya terhadap nilai ketahanan wilayah. Tujuan Penelitian yaitu : 1) Mengkaji pelaksanaan pembangunan infrastruktur di Kabupaten Cilacap; 2) Mengkaji faktor-faktor yang mempengaruhi keberhasilan pembangunan infrastruktur di Kabupaten Cilacap; dan 3) Menentukan konsep Strategi Pembangunan Infrastruktur Kabupaten Cilacap dalam memperkuat Ketahanan Wilayah yang paling tepat. Metode Penelitian yang digunakan adalah metode survei yang bersifat deskriptif dengan pendekatan kualitatif dan kuantitatif. Teknik pengambilan sampel menggunakan metode purposive sampling, dengan 50 orang sebagai responden. Pengumpulan data dilakukan melalui observasi, kuesioner, wawancara, serta dokumentasi. Guna menjawab tujuan penelitian menggunakan metode analisis SWOT dalam menganalisa data. Hasil penelitian menunjukkan bahwa pelaksanaan pembangunan infrastruktur di Kabupaten Cilacap dalam kondisi ancaman dan berusaha untuk memanfaatkan peluang dan kekuatan dari potensi dan kondisi wilayah serta sumber daya yang ada untuk mencegah maupun menghindari serta memperbaiki ancaman dan kelemahan yang mempengaruhi buruknya kondisi pelaksanaan pembangunan infrastruktur di Kabupaten Cilacap tersebut. Faktor internal pembangunan infrastruktur Kabupaten Cilacap dalam memperkuat ketahanan wilayah yang menjadi Kekuatan (Strengths) dan Kelemahan (Weaknesses) dalam pelaksanaan pembangunan insfrastruktur di Kabupaten Cilacap berdasarkan Matrik Evaluasi Faktor Internal (EFI) dengan nilai akumulatif skor kekuatan sebesar 2,122 dan skor kelemahan sebesar 0,630 serta total nilai skor untuk faktor strategis Internal sebesar 2,753, artinya bahwa kondisi pembangunan infrastruktur Kabupaten Cilacap dalam posisi pemanfaatan faktor kekuatan dan berusaha untuk mengurangi/menghilangkan kelemahan yang menghambat pembangunan infrastruktur di Kabupaten Cilacap dalam rangka memperkuat ketahanan wilayah. Faktor eksternal pembangunan infrastruktur Kabupaten Cilacap dalam memperkuat ketahanan wilayah yang menjadi peluang (Opportunities) dan Ancaman (Threats) dalam pelaksanaan pembangunan insfrastruktur di Kabupaten Cilacap berdasarkan Matrik Evaluasi Faktor Eksternal (EFE) dengan nilai akumulatif skor peluang sebesar 2,202 dan skor ancaman sebesar 0,734 serta total nilai skor untuk faktor strategis eksternal sebesar 2,936, artinya bahwa kondisi pembangunan infrastruktur Kabupaten Cilacap dalam posisi ancaman (0,734) dan berusaha untuk memanfaatkan peluang dari potensi dan kondisi wilayah untuk mencegah maupun menghindari serta memperbaiki ancaman yang mempengaruhi buruknya kondisi pelaksanaan pembangunan infrastruktur di Kabupaten Cilacap Hasil analisis Matrik Internal-Ekternal (IE) yaitu stability of strategy (strategi yang diterapkan tanpa mengubah arah strategi yang telah ditetapkan). Dengan alternatif strategi sesuai Matrik SWOT yaitu : 1) Strategi SO yaitu Manajemen pembangunan infrastruktur, Pemberdayaan dan peningkatan partisipasi masyarakat 2) Strategi ST yaitu Perketat pengawasan dan Perencanaan disesuaikan kebutuhan dan kondisi wilayah, 3) Strategi WO yaitu Meningkatkan koordinasi dan kerjasama antar lembaga pembangunan dan Peningkatan kualitas SDM, 4) Strategi WT yaitu Penegakan Hukum serta efektivitas dan efisiensi anggaran Strategi Manajemen Pembangunan Infrastruktur merupakan strategi yang paling tepat sebagai solusi Strategi Pembangunan Infrastruktur dalam rangka memperkuat Ketahanan Wilayah di Kabupaten Cilacap, yaitu cara mengelola pembangunan infrastruktur secara efektif dan efisien dalam penggunaan sumber daya yang ada, terhadap semua pelaku pembangunan infrastruktur dan terhadap semua bidang pembangunan infrastruktur serta piranti lunak dan piranti keras agar menghasilkan pelaksanaan pembangunan infrastruktur yang unggul secara kualitas dan kuantitas sehingga mampu memperkuat ketahanan wilayah Kabupaten Cilacap.

The research was conducted in the District of Cilacap in Central Java Province. The underlying research were that the infrastructure in the district of Cilacap in poor condition, condition the implementation of infrastructure development there is no increase in quality and quantity significantly, lack of budget and infrastructure maintenance and expansion of the discourse to one of the reasons for the poor condition of infrastructure in the district Cilacap the west and its implications for the resilience of the region. The research objectives were: 1) Review the implementation of infrastructure development in Cilacap district, 2) Assess the factors affecting the success of infrastructure development in the District of Cilacap, and 3) Determine the concepts of Infrastructure Development Strategy in the District of Cilacap in order to strengthening the resilience of the most appropriate areas. The research method used was a descriptive survey method with qualitative and quantitative approaches. Sampling technique using a purposive sampling method, with 50 people as respondents. The data was collected through observation, questionnaires, interviews, and documentation. To answer the research objectives using SWOT analysis method for analyzing data. The results showed that the implementation of infrastructure development in the District of Cilacap in the threat condition and trying to take advantage of opportunities and strengths of the potential and conditions of the area and existing resources to prevent and avoid the threats and weaknesses and to improve the poor conditions that affect the implementation of infrastructure development in the District of Cilacap. The internal factors of Cilacap infrastructure development in strengthening the resilience of the strengths and weaknesses in the implementation of infrastructure development in the District of Cilacap by Internal Factors Evaluation Matrix (EFI) with the power of accumulative score of 2.122 and a score of 0.630 and total weaknesses value score for Internal strategic factors of 2.753, meaning that the condition of the infrastructure development of Cilacap in the utilization factor of the strength and position of trying to reduce / eliminate weaknesses that hinder the development of infrastructure in the District of Cilacap in order to strengthen the resilience of the region. The External factors of Cilacap infrastructure development in strengthening the resilience of the region into opportunities and Threats in the implementation of infrastructure development in the District of Cilacap by External Factor Evaluation Matrix (EFE) with an accumulative score of 2.202 and the odds score of 0.734 and the threat of total value score for external strategic factors of 2.936, meaning that the condition of the infrastructure development of Cilacap in the threat position (.734) and trying to take advantage of potential opportunities and conditions to prevent or avoid the area and improve the threats that affect the poor condition of the implementation of infrastructure development in the District of Cilacap. The results of analysis of Internal-External Matrix (IE) is the stability of strategy (the strategy without changing the strategic direction has been determined). Accordance with the alternative strategy SWOT matrix: 1) the SO Strategy, that management of infrastructure development, community empowerment and increased participation 2) the ST Strategy that tightens oversight of planning and conditions tailored to the needs of the region, 3) the WO Strategies, Improve coordination and cooperation among agencies and increase the quality of human resource development, 4 ) the WT Strategy Law Enforcement and the effectiveness and efficiency of budget. Infrastructure Management strategy is the most appropriate strategy for the solution of Infrastructure Development Strategy in order to strengthen the Regional Resilience in Cilacap, namely how to effectively manage infrastructure and efficient use of existing resources, to all actors and infrastructure development to all areas of infrastructure development as well as software and hardware implementation of infrastructure development in order to produce a superior in quality and quantity so as to strengthen the resilience of the region Cilacap.
