EVALUASI KESESUAIAN ANTARA PERENCANAAN DAN REALISASI PENERIMAAN OBAT DI PUSKESMAS RAWAT INAP SE-KABUPATEN SLEMAN TAHUN 2008-2010

The implementation of the public health care service in the era of decentralization is to organize health services that are effective and efficient, equitable and quality, affordable and meet the community needs in their working area. The aim of this study is to know the profile and evaluate the aspects of planning, demand and acceptance of drugs and also to know the level of suitability between planning and realization of the drugs acceptance in inpatient public health care services in District of Sleman on 2008-2010. Descriptive analytical approach with retrospective and concurrent data collection was used as design of this study. Data used in this study are data derived from the related documents (secondary data) and data from interviews and observations (primary data). Respondents were recruited purposively to be interviewed about the drug management in public health care service where they work. The results showed that all of public health care services in this study using the consumption method of doing the planning needs of drug; all of public health care services requesting medication need regularly in every month to the Health Department of Sleman; and most of acceptance frequency of drug in all of public health care services are 12 times in one period (year). Based on the calculation of drug management indicators, there is none of indicator drugs in all public health care services during 2008-2010 with 100% accuracy of planning, most of the drug plans made for the needs does not suitable with the actual acceptance in every month of the next year; in the average, level of drug availability in public health care services of this study is in the safe category (12-18 months); the highest average percentage of suitability with DOEN in all public health care services was in 2009 (90.7%); average percentage of suitability between drug availability with patterns of disease that comes closest to the ideal value for all of public health care services was in 2009 (106.5%), and still quite a lot of drugs are found defective/expired on the public health care services with a total loss due to defective drugs/expired at three public health care services of the research of Rp 39,086,514.6 within three years.
