SISTEM PENDUKUNG KEPUTUSAN KELOMPOK PENENTUAN PENERIMA DANA KORBAN KONFLIK ACEH (STUDI KASUS : PADA BADAN REINTEGRASI ACEH)

Pasca Penandatanganan Nota Kesepahaman (Memorandum of Understanding) Helsinki Tahun 2005 antara Gerakan Aceh Merdeka (GAM) dengan Pemerintah Republik Indonesia, persoalan penanganan korban konflik Aceh menjadi perhatian utama pemerintah. Pemerintah propinsi Aceh membentuk Badan Reintegrasi Aceh (BRA) yang bertugas untuk mengelola dan menyalurkan dana tersebut, serta mengembalikan tatanan kehidupan sosial masyarakat korban konflik ke taraf kehidupan normal. Selama ini, penentuan dana korban konflik pada BRA dilakukan secara manual, sehingga membutuhkan waktu dalam melakukan proses penyeleksian. Permasalahan selanjutnya adalah bagaimana pengambil keputusan melakukan penilaian terhadap kandidat (korban konflik), apakah kandidat sudah memenuhi kriteria yang ditetapkan sebagai korban konflik Aceh. Berdasarkan permasalahan tersebut, maka diperlukan sistem pendukung keputusan untuk menentukan pihak yang berhak dan layak menerima dana korban konflik. Hal tersebut dikarenakan banyaknya jumlah korban pada masa konflik Aceh. Metode yang digunakan pada penelitian ini adalah fuzzy profil matching dan borda. Fuzzy digunakan untuk memberikan penilaian terhadap kriteria tertentu yang sulit diukur. Profil matching digunakan untuk melakukan pencocokan profil yang dimiliki korban konflik dengan profil yang telah tetapkan oleh para decision maker. Sedangkan borda digunakan untuk melakukan penggabungan penilaian para decision maker. Sistem ini dapat menghasilkan urutan prioritas (perangkingan) korban konflik Aceh, sehingga dapat membantu para decision maker untuk mendapatkan keputusan terbaik.

After the signing of a memorandum of understanding Helsinki in 2005, between the Gerakan Aceh Merdeka (GAM) with the Government of the Republic of Indonesia, the question of the handling of victims of the conflict in Aceh is a major concern of government. Aceh provincial Government established the Aceh Reintegration Board (BRA) is tasked to manage and distribute funds to Aceh conflict victims and restore the social life of communities affected by conflict to a normal level. During this time, the determination of the fund victims of the conflict at the BRA done manually, so it takes time in the selection process. The next problem is how decision makers assess the candidate (victims of conflict), whether the candidate meets the criteria set out as victims of the conflict in Aceh. Based on these problems, the necessary decision support systems to determine the party entitled to and deserve to receive funds victims of conflict. That is because the large number of casualties during the conflict in Aceh. The method used in the research are fuzzy profiles matching and borda. Fuzzy is used to provide an assessment of specific criteria that are difficult to measure. Profile matching is used to perform matching profiles owned by the profile of victims conflict that have been set by the decision maker. Borda used to merge the assessment of the decision maker. The system can generate a sequence of priority (ranking) of the Aceh conflict victims, so that it can help the decision maker to get the best decision.
