Evaluasi perencanaan strategis di RSUD dr. Murjani berdasarkan perspektif balanced scorecard

Latar Belakang; RSUD Dr. Murjani telah membuat rencana strategis untuk Tahun 2011 sampai dengan 2015. Rencana strategis tersebut sebagai bagian dari t)erubahnya status ke BLUD. Namun demlkian, rencana strategis tersebut belum disusun berdasarkan BSC. Tujuan: Untuk nfiengevaluasi rencana strategis dari sudut pandang BSC. Metode: Penelitian ini dilakukan dengan desain studi kasus deskriptif dengan rancangan tunggal holistik. Pengumpulan data meltbatkan responden dari kelompok pengguna melalui wawancara. Hasil Penelitian: Rencana Strategis RSUD Dr. Murjani disusun tidak melibatkan stakeholders kunci, tetapi hanya dilakukan oleh salah satu staf perencana. Rencana tersebut belum memuat strategi dan anggaran dana untuk masing-masing program kerja. Apabila disesuaikan dengan empat perspektif BSC, dapat diketahui bahwa program kerja lebih menitikberatkan pada perspektif Proses Bisnis Internal dan Pembelajaran dan Pertumbuhan. Background: Hospital Dr. Mufjani has made a strategic plan for the Years 2011 to 2015. Strategic plan as part of the change of status to BLUD. However, the strategic plan has not been prepared based on BSC. Goal: The research has the objective to evaluate the strategic plan from the perspective of the BSC. Method: This study uses case study as a research design. The primary and secondary data are collected through interview, and data observation. Result: Strategic Plan for Hospital Dr. Murjani compiled does not involve key stakeholders, but only carried by one of the staff planner. The plan includes strategies and budgets have not the funds for their respective work programs. When adjusted to the four BSC perspectives, it is known that the work program is focused on the perspective of Internal Business Processes and Leaming and Growth.
