ANALISIS PERSIAPAN DAN KESIAPAN KALIMANTAN TENGAH SEBAGAI PROPINSI PERCONTOHAN UNTUK MELAKSANAKAN UJI COBA PERCONTOHAN REDD+ DI INDONESIA

Pemerintah Republik Indonesia (Indonesia) dan Pemerintah Kerajaan Norwegia (Norwegia) membentuk kemitraan perubahan iklim melalui Nota Kerjasama/ Letter of Intent (LoI) yang berfokus pada REDD+. Salah satu tindak lanjut LOI tersebut yaitu ditetapkannya Kalimantan Tengah sebagai provinsi percontohan untuk melaksanakan uji coba percontohan tahap awal dari Pengurangan Emisi dari Deforestasi dan Degradasi Hutan ( REDD+) di Indonesia. Penelitian ini bertujuan untuk memperoleh gambaran kesiapan pemerintah Propinsi Kalimantan Tengah sebagai provinsi percontohan tersebut. Penelitian ini juga berusaha untuk mengetahui apa yang menjadi prioritas aspek dan kriteria kesiapan Kalimantan Tengah sebagai areal percontohan implementasi REDD+ berdasarkan persepsi stakeholders dalam rangka membangun pemahaman bersama tentang aktivitas kegiatan persiapan. Metode pengambilan contoh yang digunakan adalah purposive sampling dengan narasumber yang mencakup, perusahaan, akademisi, pengambil kebijakan dan masyarakat. Sampel ditentukan dengan menggunakan pendekatan snowball, dimana sampel berikutnya dinominasikan oleh sampel sebelumnya sampai didapatkan informasi yang relative sama. Metode analisis data dalam penelitian ini menggunakan metode deskripsi eksploratif yang menggabungkan antara metode kualitatif dengan menggunakan in depth interview untuk mengkaji kesiapan Provinsi Kalimantan Tengah dan menggunakan metode kuantitatif melalui pengukuran skala likert untuk dapat mengetahui prioritas aspek dan kriteria kesiapan Kalimantan Tengah sebagai provinsi percontohan. Berdasarkan hasil penelitian dan pembahasan yang telah dilakukan didapatkan kesimpulan bahwa dalam mempersiapkan implementasi REDD+ di Provinsi Kalimantan Tengah, aspek prioritas yang perlu disiapkan adalah (1) Aspek Sosial Ekonomi terdiri dari tingkat ketergantungan masyarakat terhadap SDH, Tingkat konversi hutan, tingkat kebutuhan lahan untuk pemenuhan bahan baku industri, kearifan lokal dan enciptaan lapangan pekerjaan bagi masyarakat sekitar hutan; (2) Aspek Regulasi terdiri dari tata hubungan kerja, sosialisasi, peraturan, RTRWP, dan kesadaran serta pengetahuan terhadap REDD+; (3) Aspek Infrastruktur yang perlu disiapkan adalah alokasi anggaran, data base, sumber daya manusia serta lembaga pelaksana REDD+. Pemerintah Provinsi Kalimantan Tengah dinilai belum siap dengan implementasi REDD+ karena masih terdapat sejumlah permasalahan yang harus dihadapi dan dipecahkan pada semua aspek dan kriteria kesiapan tersebut.

The Government of the Republic of Indonesia and the Government of the Kingdom of Norway (Norway) formed a partnership on climate change through a memorandum of Cooperation/Letter of Intent (LoI) that focuses on REDD+. One of the follow up that which is laid down LOI Central Kalimantan province as a pilot to carry out a pilot trial during the early stages of reducing emissions from Deforestation and Forest Degradation (REDD+) in Indonesia. This research aims to gain a picture of the readiness of the Government of the province of Central Kalimantan Province as a pilot. The study also sought to find out what a priority aspects and criteria of the readiness of Central Kalimantan as a pilot area for implementing REDD+ based on perceptions of stakeholders in order to build shared understanding about the activities of the preparatory activities. Sampling methods used are purposive sampling with a tutor who includes, companies, academics, policy makers and the public. The sample is determined by using the snowball approach, where the next sample by sample previously nominated until it obtained a relative information. Methods of data analysis in this study using a method that combines explorative description of qualitative method using in depth interview to assess the readiness of Central Kalimantan province and quantitative measurement method using likert scale for through can know priority aspects and criteria of the readiness of Central Kalimantan province as a pilot. Based on the results of research and discussion has been done is the conclusion that in preparing the implementation of REDD+ in the province of Central Kalimantan, priority aspect that needs to be prepared is (1) Social Aspects of Economic dependence of the community, the rate of conversion of forest SDH, the level of need for land for the fulfillment of the raw materials industry, local wisdom and enciptaan ground work for the community around the forests; (2) the Regulatory Aspects of the employment relationships, socialization, regulations, RTRWP, and awareness and knowledge of REDD; (3) aspects of the infrastructure that need to be prepared is the allocation of budgets, data base, human resources as well as implementing agency of REDD. Government of the province of Central Kalimantan is judged not ready to implement REDD because it still contained a number of problems that must be faced and solved in all its aspects and the readiness criteria.
