EFISIENSI PENGGUNAAN APBD DALAM UPAYA PENDIDIKAN FORMAL BAGI TENAGA KESEHATAN DI KABUPATEN KEPULAUAN ARU TAHUN 2008-2010

Latar Belakang: Salah satu isu strategis dalam Rencana Strategis Dinas Kesehatan Kabupaten Kepulauan Aru Tahun 2010-2015 adalah peningkatan SDM bagi tenaga kesehatan. Kompetensi tenaga kesehatan masih kurang dan pengembangan profesi belum berjalan dengan baik. Hal ini dapat diantisipasi melalui peningkatan pendidikan sesuai jenjang dan profesi yang dimiliki.Penelitian ini diharapkan menjadi potret sejauh mana komitmen pemerintah daerah terhadap efisiensi penggunaan APBD dalam upaya pendidikan formal bagi tenaga kesehatan. Tujuan Penelitian: Untuk mengetahui efisiensi penggunaan APBD dalam upaya pendidikan formal bagi tenaga kesehatan di Kabupaten Kepulauan Aru Tahun 2008-2010. Metode Penelitian: Jenis penelitian kualitatif menggunakan rancangan studi kasus, yang melibatkan 6 orang subyek. Subyek penelitian adalah Bupati, Sekretaris Daerah, Kepala Dinas Kesehatan, Kepala Bappeda, Ketua DPR dan tenaga tugas belajar kesehatan tahun 2008. Pengumpulan data dilakukan menggunakan prinsip triangulasi melalui analisis dokumen dan dikroscek dengan metode wawancara mendalam (indepth interview) menggunakan panduan wawancara. Analisis data dideskripsikan dalam bentuk narasi. Hasil: Ketepatan masa studi kelompok tugas belajar dan ijin belajar tahun 2008 mencapai 100%. Hasil studi kelompok ijin belajar mencapai 100% lebih baik dari kelompok tugas belajar yaitu 56,25%. Ketepatan pemilihan orang kelompok tugas belajar mencapai 100% lebih baik dari kelompok ijin belajar yaitu 71,33%. Kesimpulan: Penggunaan APBD tahun 2008 dapat dikatakan efisien Berdasarkan (1) alokasi anggaran yang terserap, (2) masa studi, (3) hasil studi dan (4) ketepatan pemilihan orang.

Background: One of the strategic issues in the Strategic Plan of District Health Service of Kepulauan Aru for the period of 2010-2015 is human resource improvement for health staff. The district of Kepulauan Aru had health staff with limited competence and inadequate professional development. This could be anticipated by providing education for the appropriate level and profession. The study aims at portraying local government’s commitment to the efficiency of local budget use for formal education of health staff. Objective: To determine the efficiency of local budget use for formal education of health staff in the District of Kepulauan Aru in the period of 2008-2010. Method: A qualitative study with case study design was conducted involving 6 subjects. The subjects of the study were the Regent, Local Government Secretary, Head of Health Office, Head of Local Development Planning Office, Chairman of Local Legislative Assembly, and underassignment study participants for the year of 2008. Data collection was conducted using triangulation principle with documentation analysis. The collected data were crosschecked with in-depth interview by using interview guide. The results of data analysis were presented in a narrative way. Results: The accuracy of study duration in under-assignment study group and under-permission study group was 100%.The study result of the under-permission study group was almost 100% better than that of underassignment study group, namely 56,25%. The accuracy on the selection of under-assignment study participants was almost 100% better than that of under-permission study group, namely 71,33%. Conclusion: The use of 2008 local budget was adequately efficient by (1) budget allocation absorbed, (2) study period, (3) results of the study and (4) accuracy of the election.
