KONFLIK DALAM PEMBANGUNAN RUMAH SUSUN SEDERHANA SEWA TAMBAK, KABUPATEN BANTUL

Rusunawa merupakan salah-satu alternatif pemenuhan kebutuhan hunian terutama bagi masyarakat berpenghasilan rendah. Namun, pembangunan Rusunawa Tambak di Kabupaten Bantul, mendapatkan penolakan dari sebagian masyarakat yang tinggal di kawasan tersebut. Tujuan penelitian ini adalah mengkaji dan memetakan persepsi, mengidentifikasi bentuk respon dan efektivitas respon yang dilakukan kelompok masyarakat yang menolak dan mengkaji dinamika konflik yang terjadi. Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif-eksploratif. 22. Penelitian ini menemukan bahwa terdapat tiga kategori persepsi masyarakat di sekitar lokasi mengenai pembangunan Rusunawa Tambak: 1)nilai lokasi; 2)proses pembangunan; dan 3)dampak rusunawa. Bentuk respon yang dilakukan oleh warga yang menolak pembangunan Rusunawa Tambak (Forum Suntak) meliputi 2 bentuk respon yaitu respon kooperatif (jalur opini dan jalur dialog) serta respon inkooperatif (jalur unjuk rasa dan jalur hukum). Konflik berkembang menjadi konflik destruktif. Penyebab konflik adalah perbedaan persepsi atas nilai lokasi, proses pembangunan dan dampak rusunawa, kurangnya informasi yang didapat masyarakat mengenai rusunawa, adanya perbedaan paradigma antar kelas sosial ekonomi masyarakat, perbedaan nilai dan kebutuhan antar anggota masyarakat. Adapun penyelesaian konflik didominasi dengan pendekatan kekuasaan. 23. Penelitian ini menyarankan bahwa pembangunan rusunawa di masa yang akan datang hendaknya memperhatikan kondisi sosial-ekonomi masyarakat sekitar lokasi disamping proses pembangunannya harus sesuai prosedur dan melibatkan masyarakat.

Rental Flat Housing is one alternative to meeting the needs of housing, especially for low income people. However, the construction of Tambak Rental Flat Housing in Bantul regency, has created resistance from some people. The purpose of this study is to examine and map out the perceptions, identifies responses and the effectiveness of the response from community groups who refuse, and examines the dynamics of the conflict. The method used in this study is a descriptive-explorative qualitative method. The study found that there are three categories of public perception about the location of development Tambak Rental Flat Housing: 1) the location; 2) the development process; and 3) the impact Rental Flat Housing. There are two responses by citizens who refuse development Tambak Rental Flat Housing (Suntak Forum ) includes: (1) cooperative response (lane opinion and dialogue lines); and (2)uncooperative (lane protest and the law). Such conflict then, developed into destructive ones. The cause of the conflict is the differing perceptions of the value of the location the development process and impact Rental Flat Housing lack of community-acquired information about Rental Flat Housing paradigm differences between socio economic classes of society. Different values and needs among community members. In addition,an approach to conflict resolution is dominated by power. The research recommends that for future development, it is important to pay attention to socio-economic conditions of communities around the site, while the development process should be follow a better procedures and involve the community.
