KEKALAHAN LALU SERINATA-HUSNI DJIBRIL PADA PILKADA NUSA TENGGARA BARAT TAHUN 2008

Penelitian ini berusaha mengetahui penyebab kekalahan pasangan Calon Gubernur Incumbent Drs. H. Lalu Serinata-M. Husni Djibril, Bsc pada Pemilihan Kepala Daerah Nusa Tenggara Barat Tahun 2008. Hasil penelitian menggunakan metode deskriptif eksploratif dengan pendekatan kualitatif ini menujukkan bahwa kekalahan pasangan calon gubernur incumbent karena dua alasan oleh pemilih yakni Accidental yang diartikan sebagai sebuah kebetulan, dan Intensional dimana pemilih memiliki motivasi tertentu melakukan pilihan yang berbeda pada tiap tingkatan pemilihan sehingga menyebabkan terjadinya spit ticket voting. Penelitian ini menggunakan metode deskriptif-eksploratif dimana dimaksudkan untuk pengukuran yang cermat terhadap fenomena sosial tertentu dengan mengembangkan konsep dan menghimpun fakta tetapi tidak melakukan pengujian hipotesis dengan menggunakan teknik pengumpulan data observasi, wawancara, dan dokumentasi. Penelitian ini menunjukkan bahwa split ticket voting yang terjadi pada Pilkada 2008 di NTB lebih pada faktor accidental. Lemahnya identifikasi kepartaian pemilih oleh partai politik serta figuritas calon serta tingkat evaluasi dari pemilih atas isu-isu dan kinerja kandidat masih tinggi pada masyarakat di Nusa Tenggara Barat, sehingga mendorong lahirnya hubungan yang lebih didasarkan pada pendekatan-pendekatan kultural. Penelitian ini juga menunjukkan bahwa Kekalahan Lalu Srinata-Husni Djibril yang didukung Partai Golkar Pada Pilkada NTB tahun 2008, karena melemahnya partai pengusung calon beserta koalisinya. Dari beberapa faktor kekalahan Lalu Serinata-Husni Djibril pada Pilkada NTB tahun 2008 lalu, antara lain: pertama, faktor lemahnya identifikasi kepartaian; kedua, faktor figur/ kandidat; ketiga, faktor isu. Melihat fenomena split voters di Nusa Tenggara Barat pada Pilkada 2008 lalu, pemilih memilih Partai Golkar untuk pilihan legislatif sementara memilih calon dari PKS pada pemilihan kepala daerah. Pada data hasil perolehan suara apabila berdasarkan pada loyalitas pendukung partai maka Lalu Serinata dan pasangannya Husni Djibril dipastikan menang,namun faktanya tidak. Meskipun hasil perhitungan keseluruhan suara di NTB Lalu Serinata-Husni Djibril ada di urutan kedua,namun dari 9 kota/kabupaten yang terdiri dari 119 kecamatan yang ada di NTB,lalu Serinata kalah telak di 8 kota/kabupaten.

This study tried to determine the cause of the defeat of incumbent Governor Candidate pair Drs. H. Lalu Serinata-M. Husni Djibril, Bsc in Regional Head Election in West Nusa Tenggara in 2008. The results of exploratory research using descriptive method with qualitative approach showed that the defeat of the incumbent governor candidate for two reasons by which voters Accidental defined as a coincidence, and Intentional where voters have a certain motivation to do the different options at each level of election thus causing the spit ticket voting. This study used a descriptive-exploratory method which is intended for a careful measurement of certain social phenomena by developing the concept and gather facts but do not test the hypothesis by using data collection techniques of observation, interviews, and documentation. This study shows that split ticket voting occurs in elections 2008 in NTB over the accidental factors. The weak party identification of voters by political parties and candidates as well figuritas level evaluation of the voters on the issues and candidate's performance is still high on the community in West Nusa Tenggara, which prompted the birth of a relationship that is based more on cultural approaches. This study also showed that the defeat of Lalu Serinata-Husni Djibril backed Golkar Party In Election NTB in 2008, due to weakening of the bearer party and its coalition candidate. The defeat of several factors Lalu Serinata-Husni Djibril at NTB in 2008 elections, among other things: first, the weakness factor of party identification; second, a factor figures /candidates; third, the issue of factors. Looking at the phenomenon of split voters in West Nusa Tenggara on Election 2008, voters chose the Golkar Party for legislative choice while selecting a candidate from PKS in local elections. On the vote outcome data if based on the loyalty of party supporters and partners Lalu Serinata-Husni Djibril certainly win, but the fact is not. Although the calculation of the overall vote in NTB Lalu Serinata-Husni Djibril in second place, but from 9 cities/counties are composed of 119 districts in NTB, Lalu Serinata defeated in 8 citie /counties.
