KINERJA PELAYANAN PERIZINAN IZIN GANGGUAN DI KABUPATEN SLEMAN TAHUN 2010-2011

Penelitian ini bertujuan untuk mengetahui kinerja pelayanan perizinan Izin Gangguan di Kabupaten Sleman tahun 2010 – 2011 dan faktor-faktor yang mempengaruhinya. Teori yang digunakan untuk menguraikan hal tersebut adalah teori tentang kinerja, pelayanan publik, kinerja pelayanan publik dan faktorfaktor yang mempengaruhi kinerja pelayanan. Penelitian ini menggunakan metode penelitian diskriptif kualitatif yang menggambarkan apa adanya tentang pelayanan perizinan Izin Gangguan di Kabupaten Sleman. Penelitian ini menggunakan data-data kualitatif. Metode pengumpulan data yang digunakan adalah observasi, wawancara mendalam dan dokumentasi. Hasil penelitian menunjukkan bahwa kinerja pelayanan perizinan Izin Gangguan di Kabupaten Sleman tahun 2010 - 2011 adalah kurang baik, sebab masih memerlukan pembenahan meskipun memenuhi indikator : efektivitas, efisiensi, responsibilitas dan responsivitas. Dari sisi efektivitas, pelayanan perizinan Izin Gangguan dapat mencapai target yang ditentukan namun terjadi kerancuan fungsi dari Izin Gangguan. Dari sisi efisiensi, pelayanan perizinan Izin Gangguan baru mempunyai kejelasan waktu dan biaya retribusi. Dari sisi responsibilitas, sebagian besar pelaksanaannya sesuai dengan aturan dan prosedur, serta memperhatikan perda lain yang terkait. Dari sisi responsivitas, mempunyai unit pelayanan informasi dan pengaduan yang berperan cukup tanggap terhadap pemenuhan kebutuhan masyarakat. Setiap indikator yang diteliti masih memerlukan berbagai pembenahan agar kinerja pelayanan perizinan tersebut menjadi lebih baik. Adapun faktor–faktor yang mempengaruhi kinerja pelayanan perizinan Izin Gangguan adalah struktur organisasi, kemampuanketrampilan petugas, sarana pelayanan dan kewenangan diskresi. Berdasarkan analisis dan interpretasi data maka saran yang direkomendasikan peneliti adalah : 1) Perubahan target pelayanan. 2) Pengambil kebijakan di Kabupaten Sleman hendaknya menyatukan unit pelayanan Izin Gangguan ke KPP. 3) Standar Operasi Prosedur Pelayanan Perizinan segera disahkan. 4) Peningkatan kemampuan-ketrampilan petugas. 5) Penempatan petugas khusus arsip perizinan. 6) Penambahan dan perbaikan sarana pelayanan. 7) Peningkatkan pemberian informasi kepada masyarakat. 8) Revisi perda tentang Izin Gangguan dan keputusan Bupati tentang hal tersebut. 9) Peningkatan efisiensi pelayanan melalui kewenangan diskresi.

The purpose of this research is to determine the performance of disturbance licensing service in Sleman Regency in the year 2010 - 2011 and the factors that influence it. Theory use to describe it, is the theory of performance, public service, public service performance and the factors that influence of service performance. This research uses descriptive qualitative method which describes all matters about disturbance licensing service in Sleman Regency. This research uses qualitative data. Data collecting methods are; observation, indepth interviews and documentation. The results of the research shows that the performance of disturbance licensing services in Sleman Regency in the year 2010 - 2011 is not so good, because still needs improvement although fulfill of the indicators of : effectivity, efficiency, responsibility and responsiveness. At the view of effectivity, the disturbance licensing service can reach a specified target, but occurr ambiguity function of disturbance license. At the view of the efficiency, the disturbance licensing service has only a certainty on finishing time of the license and retribution. At the view of the responsibility, most of the services are already right on track according to the rules and procedures, with considers other relevant local rules. At the view of the responsiveness, it has information and complaints service units which are quite responsive to community need. Each indicator in the research still requires various improvement so that the performance of disturbance licensing service will be better. The factors that influence the performance of disturbance licensing service are organizational structure, competence of personnel, service facility and discretionary authority. Based on the analysis and interpretation of the data, the researcher recommends : 1) Changes in service target. 2) Policy makers in the Sleman Regency should join the disturbance licensing services work unit to KPP. 3) The Standard Operating Procedures of licensing service have to be legally made soon. 4) The Competency improvement of personnel. 5) The placement of special officers at licensing records. 6) Additions and improvements to service facilities. 7) More publicity about the service. 8) A revision of local rule and the local government decree about the service. 9) Efficiency improvement of the service through discretionary authority.
