RANCANG BANGUN REST WEB SERVICE UNTUK SISTEM INFORMASI DANA BANTUAN OPERASIONAL SEKOLAH (BOS) MENGGUNAKAN BASIS DATA TERDISTRIBUSI (Studi Kasus: Dinas Pendidikan di Provinsi Aceh)

Dana Bantuan Operasional Sekolah (BOS) merupakan suatu program pemerintah yang bertujuan untuk meringankan beban masyarakat terhadap biaya pendidikan dalam rangka wajib belajar 9 tahun yang bermutu. Saat ini data hasil pelaporan dana BOS di dinas pendidikan Provinsi Aceh masih menggunakan cara manual, belum lagi masalah sulitnya pihak dinas pendidikan sebagai penanggung jawab untuk memenuhi permintaan data dan informasi yang transparan dari pihakpihak yang membutuhkan. Pada penelitian ini dibangun sebuah sistem yang mampu mengelola sistem informasi dana (BOS) dimana web service sebagai service provider pada masingmasing dinas pendidikan di Provinsi Aceh. Sistem ini juga mampu melakukan transaksi untuk distribusi data hasil dana BOS dari dinas pendidikan provinsi ke dinas pendidikan kabuapaten/kota dan juga sebaliknya, mengimplementasikan teknologi REST web service yang berbasis JSON untuk pertukaran data, dan dalam komunikasinya menggunakan protokol standar internet yaitu HTTP melalui sebuah jaringan, maka dapat mempermudah memberikan informasi secara transparan. Hasil dari penelitian menunjukkan bahwa web service yang dibangun untuk sistem informasi dana BOS dapat berfungsi sebagai service provider yang mampu mendukung service requester dan dapat berjalan dengan kebutuhan sistem. Sistem juga menjamin konsistensi data yang didistribusikan dengan mengecek host tujuan setiap melakukan transaksi data, apabila salah satu host tujuan tidak tersedia maka transaksi tidak dapat dilakukan (all or nothing).

School operational assistance fund (BOS) is a government program that aims to help society in financial education for 9 year high qualtiy compulsory education. Currently the data report of the BOS funds in the education office in Aceh province are still using the manual way and education department’ officers who responsible of this have problem to fulfill data request and transparent information from the parties in need. This research construct a system that capable of managing funding information system (BOS) which web services as service providers in each education departmen office in province aceh. This system is also capable to perform transaction for data distribution of BOS funding from education department ofprovince to education department of district/city and vice versa using implementation of REST web services with based on JSON reprentation of data exchange and communicate through standard protocol HTTP network which can make easier to provide transparent information. The result of this study indicate that the web service that is built for system information funds can serve as service providers that can support the service requester and can be run with system requirements. The system also ensures consistency of data that is distributed with the destination host to check each transaction data, if one of the destination host is not available then the transaction can not be done (all or nothing).
