PENGARUH PABRIK GULA DAN PABRIK SPIRITUS MADUKISMO TERHADAP KONDISI LINGKUNGAN DI DESA TIRTONIRMOLO DAN PENDOWOHARJO, KABUPATEN BANTUL

Keberadaan PG-PS Madukismo tidak saja memberikan pengaruh terhadap kondisi ekonomi masyarakat, tetapi juga terhadap lingkungan fisik. Pengaruh terhadap kondisi ekonomi dilihat dari seberapa besar jumlah serapan tenaga kerja lokal dan peningkatan kesejahteraan masyarakat yang diukur melalui pendapatan dan proporsi pengeluaran. Pengaruh terhadap lingkungan fisik dilihat dari kualitas airtanah dan air irigasi sawah akibat limbah cair yang dihasilkan oleh PG-PS Madukismo. Karakteristik limbah cair dipengaruhi oleh karakteristik proses produksi yang dilakukan. Besarnya pengaruh limbah cair terhadap lingkungan fisik dihitung melalui perhitungan valuasi ekonomi limbah cair PG-PS Madukismo. Penelitian ini bertujuan (1) mengidentifikasi karakteristik proses produksi PG-PS Madukismo, (2) mengidentifikasi pengaruh keberadaan PG-PS Madukismo terhadap kondisi ekonomi masyarakat dan lingkungan fisik, (3) menghitung valuasi ekonomi limbah cair yang dihasilkan oleh PG-PS Madukismo. Penelitian ini dilakukan di Desa Tirtonirmolo dan Pendowoharjo, sebagai wilayah terdekat dengan lokasi PG-PS Madukismo. Sampel penelitian diambil berdasarkan metode purposive sampling. Data dianalisis melalui analisis deskriptif dan kuantitatif. Analisis deskriptif digunakan untuk menjelaskan mengenai karakteristik proses produksi PG-PS Madukismo (input, proses, output) dan pengaruh yang diberikan oleh PG-PS Madukismo terhadap kedua wilayah tersebut, baik pengaruh ekonomi maupun pengaruh lingkungan fisik. Analisis kuantitatif digunakan untuk menjelaskan perhitungan valuasi ekonomi limbah cair sebagai peningkat produksi pertanian, pengurang penggunaan pupuk, dan pencemar airtanah. Pendekatan yang digunakan dalam perhitungan valuasi ekonomi limbah cair adalah pendekatan produktivitas yang ditimbulkan dan pendekatan harga. Hasil penelitian menunjukkan bahwa input dan proses yang dilakukan oleh PG-PS Madukismo mempengaruhi output yang dihasilkan, baik produk utama ataupun limbah cair sebagai output sampingan. Keberadaan PG-PS Madukismo dilihat dari aspek ekonomi, mampu menyerap tenaga kerja sebanyak 248 orang dari Desa Tirtonirmolo dan Pendowoharjo serta mampu memberikan pengaruh terhadap pendapatan per kepala keluarga menjadi sebesar Rp 1.277.419 untuk Desa Tirtonirmolo dan Rp 1.230.000 untuk Desa Pendowoharjo. Dilihat dari aspek lingkungan fisik, limbah cair yang dihasilkan mempengaruhi kualitas airtanah dan air irigasi sawah. Beberapa parameter airtanah menunjukkan bahwa kualitas airtanah tidak memenuhi syarat baku mutu kelas I untuk parameter TSS,BOD,COD, dan sulfida. Limbah cair PG-PS Madukismo bagi sektor pertanian,terbukti meningkatkan jumlah produksi tanaman padi dan mengurangi jumlah penggunaan pupuk. Nilai ekonomi limbah cair sebagai peningkat produksi pertanian adalah sebesar Rp 37.215.360.000, sebagai pengurang penggunaan pupuk adalah sebesar Rp 662.256.000, dan sebagai pencemar air tanah adalah sebesar Rp 254.676.252. Dengan demikian, selain memberikan nilai positif terhadap kondisi ekonomi masyarakat, keberadaan PG-PS Madukismo juga memberikan nilai positif terhadap lingkungan fisik, khususnya sektor pertanian.

PG-PS Madukismo doesn’t only give the influence to the economics society but also to the physical environment. The economy effect can be seen from how much the local employee is reserved and the increasing of society prosperous, which is measured by their incomes and their expanseas proportion. The effect of physical environment perceived from quality of groundwater and irrigation water from liquid waste that is produced by PG-PS Madukismo. The characteristic of liquid waste is influenced by its production process. The large of liquid waste effect towards the physical environment is counted by using economy valuation of liquid waste in PG-PS Madukismo. This research intends to (1) identify the characteristic of production process in PG-PS Madukismo, (2) identify the influence of PG-PS Madukismo towards the economics society and their physical environment, (3) account the liquid waste economics valuation which is effected by PG-PS Madukismo. This research is carried out in Tirtonirmolo and Pendowoharjo villages, the closest district with PG-PS Madukismo. The research sample is taken based on purposive sampling methods. The data is analyzed by descriptive and quantitative research. The descriptive analysis is applied to explain about the characteristic of production process in PG-PS Madukismo (input, process, and output) both its affect to economy and physical environment. The quantitative analysis is applied to explain the calculation of economics valuation of liquid waste as farming product stimulant, the decrease of fertilizer usage and the contaminant of groundwater. The approach that is used to calculate the liquid waste economics valuation is productivity and price approach. The result shows that input and process which is done by PG-PS Madukismo can affect the last outcome, both main product and liquid waste as side output. Economics aspect, PG-PS Madukismo is able to absorb 248 workforces from Tirtonirmolo and Pendowoharjo villages. Besides, it is to affect per family head income becomes Rp 1,277,491 for Tirtonirmolo district and Rp 1,230,000 for Pandowoharjo district. Physical environment aspect, the liquid waste that is produced affects quality of the groundwater and water irrigation. Several parameters of groundwater show that groundwater quality is not fulfill the first level quality standard requirement as TSS, BOD, COD, and sulfide. In agriculture sector, the liquid waste of PG-PS Madukismo proved increase rice production and decreas fertilizing. The economics value of liquid water as agricultural production stimulant is Rp 37.215.360.000, as fertilizer usage is Rp 662.256.000, and as contaminant of groundwater is Rp 254.676.252. Therefore, PG-PS Madukismo gives the positive affect not only economics society, but also to physical environment, especially agriculture sector.
