APLIKASI PRINSIP PENGELOLAAN PROGRAM P2DTK BIDANG INFRASTRUKTUR DI KABUPATEN ACEH BARAT

Program Pembangunan Daerah Tertinggal dan Khusus (P2DTK) merupakan program Pemerintah Republik Indonesia yang dimulai pada tahun 2007. Program ini diperuntukkan bagi daerah-daerah di Indonesia yang tergolong tertinggal, bekas konflik, bekas bencana alam besar dan juga daerah yang terletak di perbatasan negara. Program ini bertujuan untuk peningkatan kapasitas pemerintah daerah dan masyarakat untuk melakukan percepatan pembangunan sosial ekonomi di daerah tertinggal dan khusus Penelitian ini bertujuan untuk menemukan sejauhmana penerapan prinsip pengelolaan program P2DTK di wilayah studi. Selain itu juga melihat bagaimana kesuksesan program yang dijalankan serta melihat bagaimana hubungan antara penerapan prinsip pengelolaan dengan kesuksesan program. Penelitian ini menggunakan metode deskriptif kualitatif. Wilayah studi secara umum adalah beberapa desa di Kabupaten Aceh Barat yang menjalankan Program P2DTK yaitu Desa Liceh, Desa Peulanteu, Desa Mesjid Baro dan Desa Cot Lada. Penelitian ini menemukan bahwa secara keseluruhan penerapan prinsip pengelolaan tersebut sudah masuk dalam kategori baik. Hanya saja untuk beberapa prinsip tertentu diperlukan peningkatan karena penerapannya masih kurang baik. Prinsip tersebut adalah desentralisasi, terbuka, dan partisipatif (dalam hal proses). Sedangkan prinsip prioritas dan non diskrimanatif telah terlaksana dengan relatif sesuai harapan. Sementara lima prinsip lainnya tetap perlu untuk ditingkatkan. Selain itu penelitian ini juga menegaskan adanya hubungan antara penerapan prinsip pengelolaan program dengan kesuksesan suatu output, dimana dengan dilaksanakannya prinsip pengelolaan program maka output yang dihasilkan akan cenderung sukses. Penelitian ini merekomendasikan perlunya peningkatan peran serta masyarakat dalam proses pengawasan, sosialisasi program untuk lebih dapat sampai ke pihak desa dan peningkatan sinkronisasi antar program pembangunan serta juga perlunya perencanaan yang lebih matang dalam hal realisasi target dalam mencapai kesuksesan output.

Support for Poor and Disadvantaged Areas (SPADA/ P2DTK) is a program of the Government of the Republic of Indonesia, which started in 2007. This program aimed to boost the development of areas classified as left, former conflict, former major natural disasters as well as areas located on the border of the country. The program aims to improve the capacity of local governments and communities to accelerate socio-economic development in disadvantaged and special areas. The purpose of this study is to discover how far the application of principles of program management P2DTK in the study area. It also assess how the success of a program run and how the relationship between the management principles and the success of the program. This study used qualitative methods. The study area are villages in Aceh Barat District which became the P2DTK program implementation. Which are Liceh Village, Peulanteu Village, Mesjid Baro Village and Cot Lada Village. This study found that overall application of the principles of management is already included in either category. Only for some particular principle needs to improve because its application is still not good. The principle is Decentralization, Opened, and Participatory (in terms of process). While the Principle of Priority and Non Discriminatory have achieved relative to expectations. While the other five principles still need to be improved. This study also confirms a link between the application of management principles to the success of a program output, where the implementation of the principles of management of the program then the output generated will tend to be successful. This study recommends the need to increase community participation in the process, increased synchronization between development programs. It also suggest for better planning.
