Wilayah Kepulauan Obi terletak di bagian selatan dari Kabupaten Halmahera Selatan, yang luas pulau atau wilayahnya mencapai 3.111 km 2 lebih luas dari pulau lain yang ada di Kabupaten Halmahera Selatan. Memiliki jumlah penduduk 52.321 jiwa yang tersebar di 5 (lima) kecamatan yang ada di Kepulauan Obi. Sebagai wilayah kepulauan, pulau Obi adalah salah satu wilayah paling jauh dari Ibu Kota Kabupaten Induk Halmahera Selatan. Dari 5 (lima) kecamatan di Kepulauan Obi, Obi Selatan merupakan kecamatan yang sangat jauh (jarak tempuh 145 km) dari Ibu Kota Kabupaten. Selain dari kondisi wilayah kepulauan, Pulau Obi juga memiliki berbagai sumberdaya alam yang sangat memadai dan mendukung perekonomian masyarakat Obi. Dengan kondisi tersebut, maka eliteelite Obi dari berbagai etnis, agama, dan wilayah yang ada di Provinsi Maluku Utara melakukan konsolidasi dalam rangka menuntut pemekaran daerah. Oleh karena itu, rumusan masalah dalam penelitian ini adalah Bagaimana Konfigurasi Elite dalam Pemekaran Kabupaten Kepulauan Obi? Penelitian ini bertujuan untuk mengetahui konfigurasi elit dalam pemekaran Kabupaten Kepulauan Obi Halmahera Selatan-Maluku Utara. Memetakan elit-elit yang pro kontra pemekaran dan kepentingannya, serta persaingan kepentingan kelompok pro pemekaran Kabupaten Kepulauan Obi. Metode yang digunakan adalah metode studi kasus, dengan pendekatan metode kualitatif. Metode penelitian ini bertujuan untuk mendiskripsikan, mencatat, menganalisa dan menginterpretasikan kondisi-kondisi yang terjadi di lapangan. Hasil penelitian menunjukkan bahwa pemekaran Kabupaten Kepulauan Obi di dorong oleh aspek geografis. Rencana pemekaran Kabupaten Kepulauan Obi menimbulkan pro dan kontra antara elit Obi dan elit yang ada di luar pulau Obi. Elit yang kontra pemekaran yaitu Bupati Halmahera Selatan (Muhammad Kasuba), karena Bupati memiliki kepentingan ekonomi (usaha bisnis) di wilayah Pulau Obi. Persaingan kepentingan terjadi dikalangan kelompok pro pemekaran antara elit di Pulau Obi dengan elit di wilayah Ternate, persaingan diantara pro pemekaran pada dasarnya adalah berebut pengaruh dan dukungan dari masyarakat Obi, dan upaya untuk mempertahankan dan/atau memperebutkan resource di wilayah Kepulauan Obi pasca pemekaran menjadi faktor persaingan kepentingan elit-elit pro pemekaran. Konspirasi terjadi karena kepentingan ekonomi antara elit pro pemekaran (Abu Karim La Tara, S.IP dan Hi. Subur) dengan elit kontra pemekaran (Bupati Muhammad Kasuba), konspirasi ini dalam rangka untuk mempertahankan dan mengamankan usaha bisnis (kepentingan ekonomi) di wilayah Kepulauan Obi. Sedangkan konfigurasi elit ternyata terjadi perpaduan antara aspek etnisitas dan aspek agama, sementara pada aspek geografis terjadi polaritas di antara elit-elit Obi. Terpolariasinya elit-elit Obi berdasarkan wilayah baik itu di wilayah Kepulauan Obi, Labuha-Bacan, dan di Ternate, menimbulkan persaingan kepentingan diantara masing-masing elit Obi yang ada di Provinsi Maluku Utara.

The region of Obi Islands is located in southern part of South Halmahera Regency. The island or territory has 3.111 km 2 , wider than other island existed in South Halmahera Regency. Thus, the population is 52.321 people stretched in 5 (five) districts spotted in Obi Islands. As maritime territory, Obi Islands is one of the furthest regions from capital city of Main Regency of South Halmahera. Of 5 (five) districts in Obi Islands, South Obi is the furthest district (145 km of distance) from capital city of Regency. Aside of the condition of Islands territorial, Obi Islands also has sufficient and supporting natural resources for Obi’s society economic. By those factors, thus, the elites of Obi come from various ethnic, religion as well as the existing region of North Mollucas Province has been consolidated in terms of demanding region extension. Therefore, the problem formulation of the research is how is the configuration of Elite in the extension of Obi Islands Regency? The research is aimed to know the configuration of elite in the extension of Obi Islands Regency of South Halmahera–North Mollucas, to map on the contrastive elites of the extension and the interest, and the conflict of pro-group of the extension of Obi Islands Regency. The method used in this research is a case study method by qualitative approach. The research method is purposed to describe, record, analyze and interpret the conditions occurred field. The research result shows that the extension of Obi Islands Regency is boosted by geographical aspect. The extension plan of Obi Islands Regency causes pro and contra among Obi’s elite and elite outside the Obi Islands. The contrastive elite of the extension is the Regent of South Halmahera (Muhammad Kasuba). It is caused that the Regent has economic interest (business entity) in the region of Obi Islands. The interest competition is happened among the pro–group of extension between the elite in Obi Islands against the elite in Ternate region. The rivalry among the pro–group of extension, basically, is the competition to get an influence and support from Obi’s society and the effort to maintain and/or take resource away in Obi Islands after the extension become the rivalry factor among elite of pro–extension. The conspiracy is happened because the economic interest between elite of pro–extension (Abu Karim La Tara, S.IP and Hi. Subur) against with the elite of contra–extension (Regent of Muhammad Kasuba). This conspiracy is in terms of defending and securing business entity (economic interest) in Obi Islands’ territory. Whereas, the elite configuration happened, in fact, is the collaboration of ethnicity and religion aspect, thus, the geographical aspect occurred is the polarity among the elites of Obi. Polarized Obi’s elites based on the region either Obi Islands’ territory, Labuha-Bacan and Ternate as well has mounted the interest rivalry among individual elite of Obi existed in North Mollucas Province.
