The aim of this study isanalyzing the relationship between several external socioeconomic factors and the percentage of private forest in a national level, using panel data from almost all provinces in Indonesia for the period 2003-2008 by applying Ordinary Least Square (OLS) method and Fixed Effect Model (FEM). The results OLS regression show that GDP per capita and the percentage of people working in the agricultural sector have a significantly negative impact, while the population density and income disparity have a significantly positive impact. The percentage of people with high school education level or higher does not have a significant impact. The regression results using the Fixed Effect Model (FEM) show that the population density, the percentage of people with high school education level or higher, the percentage of people working in the agricultural sector and income disparity do not have significant impacts on the percentage of private forest in provinces, whereas the GDP per capita has a significantlynegative impact. The differences of the regression results using OLS and FEM may be attributed to the fact that the patterns of private land holding are highly heterogeneous across provinces. Therefore, this result suggests that the government should make a province-wise policy on the management of private forests that is oriented to the unique conditions of culture, ethnic, local wisdom and geographic position in each province.
