Sistem Pendukung Keputusan (SPK) Seleksi Calon Kepala Badan Kependudukan, Catatan Sipil, dan Keluarga Berencana Berbasis Kompetensi Menggunakan Metode SAW ini merupakan aplikasi yang dapat digunakan unuk membantu dalam penentuan calon Kepala Badan Kependudukan, Catatan Sipil, dan Keluarga Berencana yang berkompeten untuk ditetapkan sebagai calon Kepala Badan Kependudukan, Catatan Sipil, dan Keluarga Berencana di pemerintah kota Tarakan, Kalimantan Timur. Penelitian ini menggunakan metode Simple Additive Weighting (SAW) untuk menyeleksi alternatif terbaik dari sejumlah alternatif berdasarkan kriteria yang sudah ditetapkan. Penelitian ini juga mencari nilai bobot pada atribut kriteria model kompetensi dengan menggunakan metode resiprocal ranking, kemudian pada proses terakhir akan diadakan perangkingan. Penilaian terhadap peserta seleksi ini dimodelkan tidak hanya berdasarkan pada kriteria penilaian administratif, tapi dengan menitikberatkan pada penilaian berbasis kompetensi. Penilaian Administratif sesuai dengan Peraturan Menteri Dalam Negeri Nomor 5 Tahun 2005 Tanggal 20 Januari 2005, sedangkan penilaian kompetensi berdasarkan Peraturan Walikota Kota Tarakan Nomor 16 Tahun 2007 tanggal 3 September 2007 tentang Pedoman Penilaian dan Tata Cara Seleksi Calon Pejabat Struktural Eselon II Di Lingkungan Pemerintah Kota Tarakan. Sistem yang dibangun dapat menghasilkan penilaian rangking 3 (tiga) besar peserta seleksi yang berkompeten untuk dapat dipromosikan menjadi calon Kepala Badan Kependudukan, Catatan Sipil, dan Keluarga Berencana, berdasarkan hasil akhir perhitungan yang dihasilkan oleh sistem.

Decision support system for selection of candidates for head of demography affairs chairman, civil registry and family planning department based on competency using saw method is the application which is used to help the decision of the selection for head of demography affairs chairman, civil registry and family planning department in Tarakan Government, East Borneo. This research uses Simple Additive Weighting (SAW) methods to select the best alternative from several alternatives based on the fixed criteria. This research also tries to find the score of competence model attribute by using Reciprocal Ranking Method, then in the last process will be ranked. The score to the applicants is modeled not only based on administrative score but also emphasize to the competence score base. Administrative score is appropriate with the rules of Minister of Domestic affairs No. 5/2005/January 20 2005, meanwhile the competence score based on the rules of Mayor of Tarakan No. 16/2007/September 3 2007 about the guidance of scoring and the selection steps of future structural position in Tarakan Government. The system which is built able to gain the best third rank of the competent applicants to be promoted as the head of demography affairs chairman, civil registry and family planning department, based on the last counting of the system.
