SISTEM PENDUKUNG KEPUTUSAN PENENTUAN DANA KEGIATAN UNTUK UNIT KEGIATAN MAHASISWA (STUDI KASUS : POLITEKNIK NEGERI PADANG SUMATERA BARAT)

2011 | Tesis | S2 Ilmu KomputerBesarnya dana kegiatan untuk masing-masing Unit Kegiatan Mahasiswa di Politeknik Negeri Padang Sumatera Barat dipengaruhi oleh banyaknya proposal kegiatan yang diajukan setiap periode akademik. Oleh sebab itu, perlu diadakan proses verifikasi proposal kegiatan oleh tim bidang kemahasiswaan dan keuangan. Penentuan kelayakan proposal kegiatan untuk diangkat menjadi sebuah kegiatan haruslah memenuhi beberapa kriteria penilaian yang sudah ditentukan. Terdapat lima kriteria penilaian dengan subkriteria masing-masing. Hasil perhitungan berupa nilai total tiap proposal yang diklasifikasikan menjadi tiga status yaitu Sangat Layak, Layak dan Tidak Layak. Setelah dilakukan proses perhitungan, kemudian dilakukan verifikasi pada komponen pembiayaan yang pada akhirnya akan menentukan berapa besarnya dana yang diterima oleh setiap proposal kegiatan. Setiap Unit Kegiatan Mahasiswa bisa mengajukan beberapa proposal, sehinga nanti akan dijumlahkan berapa besarnya dana yang diterima oleh masing-masing Unit Kegiatan Mahasiswa. Sistem pendukung keputusan yang dikembangkan dalam penelitian ini menggunakan metode Analytical Hierarchy Process (AHP) untuk mendapatkan nilai bobot setiap kriteria dan subkriteria dan menggunakan metode Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) dalam proses penentuan kelayakan proposal. Berikutnya digunakan perhitungan pemberian dana dalam menentukan besarnya dana yang diterima oleh masing-masing proposal. Proses terakhir dilakukan penjumlahan total dana yang diterima oleh masing-masing unit kegiatan mahasiswa. Dari hasil penelitian menunjukkan pemanfaatan AHP dan TOPSIS sebagai model sistem pendukung keputusan penentuan dana kegiatan untuk unit kegiatan mahasiswa dapat membantu tim verifikasi memberikan rekomendasi prioritas usulan yang cukup akurat dimana inputan utamanya adalah penilaian proposal kegiatan pada periode semester Ganjil 2010 yang sudah dianggap layak baik secara teknis maupun adiministrasi.
The amount of activities funding for respective Unit of Student Activities in West Sumatra Padang State Polytechnic is influenced by a number of proposals proposed by the activities of every academic period. Therefore, there should be a process of verification proposals by a team of student activities and finances. The determination of the feasibility of the proposal of activities to be passed as an activity must meet several criteria that have been agreed. There are five criteria for assessment with each subcriteria. The results of the calculation of the total value of each proposal are classified into three status, namely Very Decent, Decent and Unsuitable. After conducting the calculations, then the verification will be applied the financing component that will ultimately decide how much the funds received by each proposal activity. Each Unit of Students Activity could submit several proposals, so that, this will be added up how much the funds received by every Unit of Students Activity. Decision support system developed in this study uses the method of Analytical Hierarchy Process (AHP) to get the weight value of each criterion and subcriterion and uses the method of Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), in the process of determining the feasibility of the proposal. Next use the calculation of funding used in determining the amount of funds received by each proposal. The last process is the totalization of the funds received by each unit of student activity. The results of the research showed that the use of AHP and TOPSIS as a model of decision support systems used for determining the funding activities for students activity units can help the verification team give priority of proposal recommendations which were accurate in which the main input was the assessment of activities proposals in period of 2010, which were considered decent both technically feasible and administration.
