KAJIAN PERSEPSI MASYARAKAT TERHADAP PROGRAM PEMBERDAYAAN DI KAWASAN TAMAN NASIONAL BALURAN BERBASIS AHP (Analytical Hierarchy Process)

Baluran National Park is one of among the oldest national park in Indonesia, which the park surrounded by several villages. This condition has been resulted in high pressure to the park, such as wood and non wood harvesting from the park. The study aimed to ; (1) identify the driving factor which has caused the high level of community dependence on the Baluran National park; (2) identify the resource of the villages around Baluran National Park which can be developed for the welfare of the community; (3) propose suitable options for empowering community in order to increase their welfare as well as rreduce the dependence of the community to the park. This research was conducted in the Baluran National Park and five villages around the buffer zone of the park, which are , Sumberwaru, Sumberanyar, Bajulmati and Wakutebo. This research was also conducted in the settlement of former HGU Gunung Gumitir and was done from January to June 2011.There are 180 respondents involved in this research. Analytical Hierarchy Process (AHP) was applied to identify the driving factor and the propose suitable option for community empowerment. The result shows that the condition of community welfare (41,67 %) is the most driving factor for the high community pressure on the park. The options for community empowerment choosen by the community is to create jobs (31,76 %). The resources of the villages which can be improved are agriculture, animal husbandry, fishery, art, household industry, and tourism.
