KONFLIK TAPAL BATAS (STUDI KASUS KABUPATEN SORONG DAN KOTA SORONG) PROVINSI PAPUA BARAT

Penelitian ini bertujuan untuk mengetahui: 1) Apakah faktor penyebab terjadinya konflik dalam penentuan tapal batas daerah antara Kota Sorong dengan Kabupaten Sorong, 2) Apakah dampak-dampak yang ditimbulkan dari terjadinya konflik tersebut, 3) Resolusi apakah yang dilakukan dalam rangka penyelesaian konflik tersebut. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumen. Narasumber yang diwawancarai adalah Wakil Bupati Sorong, Asisten II Kota Sorong, Ketua Bappeda, Kadis Sosial Kabupaten Sorong, Kabag Pemerintahan dan Kota Sorong, Kepala Sorong, Kepala Distrik, tokoh adat, masyarakat sekitar. Hasil analisis penelitian ini menemukan: 1) faktor penyebab konflik dalam penegasan batas daerah Kota Sorong dengan Kabupaten Sorong dapat dibagi menjadi sebab dari aspek: undang-undang dan sejarah. 2) dampak-dampak yang ditimbulkan dari terjadinya konflik adalah adanya kekawatiran dari masyarakat sekitar akan terjadinya konflik horizontal antar masyarakat karena mulai munculkan kristalisasi massa dan saling dukung antar dua pihak, meskipun sampai saat ini belum terjadi konflik horizontal tersebut. 3) aktor yang bertanggungjawab dalam rangka penyelesaian konflik adalah dua daerah otonom yang berbatasan tersebut: Pemerintah kabupaten Sorong dan Kota Sorong. 4) resolusi yang dilakukan dalam penyelesaian konflik saat ini berupa fasilitasi Gubernur Papua Barat.

This study aims to determine: 1) Is the root causes of conflict in the determination of the boundary area between the city of Sorong in Sorong District, 2) Are the impacts arising from the conflict, 3) Resolution is carried out within the framework of settlement of the conflict. This study used a qualitative descriptive approach. Data collection techniques used were interviews, observation and documents. Informant interviewed was the Vice Regent of Sorong, Sorong Assistant II, Head of Governance and the City Sorong, Sorong Chief, District Chief, traditional leaders, the surrounding community. The results of the analysis the study found: 1) the factors causing conflict within the border of affirmation by the City Sorong Sorong district can be divided into: the law and history. 2) the effects arising from the conflict is the concern of the surrounding community will be horizontal inter-community conflict as it begins to appear crystallization mass and mutual support between the two parties, although to date it has not happened horizontal conflicts. 3) a responsible actor in the context of conflict resolution are two autonomous regions that border it: The district government of Sorong and Sorong. 4) a resolution made in resolving the current conflict in the form of facilitation of the Governor of West Papua.
